About this file
This is a Request for Proposal (RFP) for design-build services to replace the roof of the Broken Bow Powerhouse located on the Mountain Fork River near Broken Bow, Oklahoma. The U.S. Army Corps of Engineers Tulsa District is procuring a complete roof replacement project estimated between $1,000,000 and $5,000,000. The project includes removal of the existing deteriorated single-ply membrane roof installed in 1981 and installation of a new fully-adhered thermoplastic polyolefin (TPO) roof system with minimum 80-mil thickness over gypsum cover board and polyisocyanurate insulation. The design shall incorporate structural analysis confirming the existing structure can accommodate new loads without modifications, test cuts of the existing roof system, and replacement of roof drainage systems with new primary and overflow drain assemblies. The contract is a total small business set-aside and will be awarded using the Lowest Price Technically Acceptable (LPTA) evaluation method. Sealed offers are due by 2:00 PM local time on May 18, 2026, at the U.S. Army Corps of Engineers Tulsa District Contracting Division. The contractor shall commence work within 10 calendar days of receiving the Notice to Proceed and complete all work within 730 calendar days.
The RFP includes three optional line items: Option 1 for guardrail installation on parapets, Option 2 for replacement roof access hatch and ladder system, and Option 3 for replacement of six rooftop exhaust fans. The pricing schedule consists of four base bid contract line item numbers (CLINs) covering upper roof area design and construction and lower roof area design and construction, with additional CLINs for each option. A bid bond equal to 20 percent of the bid price or $3,000,000 (whichever is less) is required. The contractor must provide performance and payment bonds within 10 calendar days of award. All offerors must possess a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to award. The solicitation requires submission of both separate technical and price proposals with specific formatting requirements, detailed design submittals following multiple review phases (35%, 65%, 95%, and 100% design completion), and extensive documentation including Quality Control plans, schedules, sustainability reporting, and safety requirements per EM 385-1-1.

(a) Organization: Describe what firms, their resources and how their resources will be utilized, their roles and responsibilities and any contractual arrangements that have been established. Clearly describe any teaming or joint venture arrangements, including a clear description of each firm’s roles and responsibilities on the project. A copy of the teaming or joint venture agreement(s) shall be appended to the plan (not included in the page limitation). Include a simple organizational chart, illustrating the organization, including the proposed quality control group(s). Present a matrix of responsibilities for each firm in executing the key work breakdown structure activities of the project, including construction activities for each major feature. Identify the firms chosen for the project, if not to be self-performed. Offerors will be required to identify the specific firm(s) chosen for Architectural, Structural, Electrical, and Mechanical work as applicable. The Offeror shall be required to obtain the Contracting Officer’s approval for any substitution of firms listed. Describe the proposed management structure for the team, describing how the construction process will be managed and the authorities and the delegations of authority within the team.
Include a key personnel organization chart that clearly depicts the key positions and the names of the personnel, their firm affiliations and their job locations, their job/position title within the organization. The key personnel organization chart shall be consistent with the corporate organization chart, with the matrix of responsibilities assigned to the firms, and with the list of key personnel.
(b) Subcontractor Approach and Management: Describe how subcontractors are managed by the contractor. Discuss how subcontract relationships are structured to assure proper balance and flow-down of contract requirements, duties, responsibilities, and properly balanced and proportioned risk management. Discuss how non-performance by subcontractors is handled by the general contractor. The Government wants to understand that the general contractor places emphasis on strong business relationships with subcontractors to maximize the number of quotes the general contractor obtains that demonstrates market competition and the best valued prices are being provided to the government. General Contractors that do not maintain solid business practices with subcontractors increase business costs to the Government. Limit one (1) page.
(v) Evaluation Criteria: The Government will evaluate the resumes to determine how well the Offeror identifies and demonstrates key personnel meet or exceed minimum qualifications necessary to perform their assigned roles. Offerors providing resumes for key personnel for this project that have experience in similar key positions on the projects shown under Factor 1 will be viewed more favorably by the Government. Performance of key personnel proposed for this project may be considered when it comes to the attention of the Government. The Government will evaluate the clarity and strength of the overall organization and how well it is organized, structured, and staffed to execute the entire scope of work. If applicable, joint venture participants’/teaming subcontractor’s contribution to the organization should be commensurate with their skills and background.
(b) Tab B, Subfactor 1, Technical Approach
(i) Technical Approach for Design and Construction: Describe the technical approach to design and construction for the new powerhouse roof. Discuss how design and construction is completed. Describe your proposed phasing plan for design and construction for this work.
Limit the information to 10 pages or less concisely describe the technical approach to project management and execution.
(ii) Offeror’s Understanding: Describe challenges, risk, and constraints associated with the project and how the offeror intends to address each with means and methods, resources, or internal organizational processes. Describe the team’s safety approach, corporate systems and capabilities to maintain safety requirements during construction. Describe the proposed safety organization, including the proposed staffing plan. The intent is to provide enough detail to demonstrate the Offeror’s understanding; however, it is not the intent to provide the amount of detail that will be required in the pre-work submittal as outlined in the Division 01 specifications.
(iii) Collaborative Approach for Design and Construction: Describe interactions within the team and with the Corps of Engineers during the design and construction. Discuss how the configuration management system will track and control design evolution and changes during design for quality control and to facilitate quicker Government reviews. Describe the role of the construction team members during design. Describe the role and interaction of the design team with the construction team during construction, addressing, as a minimum, maintaining configuration management of the design during construction, including control and approval of revisions to the accepted design; requests for information; shop drawing and submittal reviews and approvals; progress meetings; site visits, if any; contract completion, closeout, as-built and completion documentation. Limit three (3) pages.
(iv) Self-Performed Work: Generally, describe the items the Offeror will self-perform to comply with the requirements in Revolutionary Federal Acquisition Regulation Overhaul (RFO) 52.236-1 for self-performed work. All other items not self-performed will be assumed by the Government to be subcontracted. It is the position of the government that self-performance of items allows the general contractor greater control of the work and yields in cost savings to the government as the amount of subcontracted markups are reduced and provide a cost savings to the government and government customers.
(v) Planning and Scheduling: Describe the time control capabilities and systems to be used to plan, design, and construct the facility and how the schedule will be used to manage the design and construction. Provide enough detail to demonstrate an understanding of the requirement including any constraints that can be anticipated (e.g., labor or material availability, permits, weather, site restrictions, security, etc.). Show planned sequencing and milestones of major activities and phases. Discuss internal procedures for handling delays to minimize time growth or ”schedule creep”. Discuss experience with interfacing scheduling software with Resident Management System (RMS) if applicable. Limit one (1) page.
(vi) Quality Control: Describe the team’s quality control approach, corporate systems and capabilities to maintain quality control of the design and construction. Describe the proposed quality control organization, including the proposed staffing plan. Provide an organizational chart showing lines of communications and authority. Provide specific information on how you will manage design quality control, track design evolution and changes during design to meet the schedule and to facilitate quicker Government reviews. Provide information on how you will handle internal and external requests for information, shop drawings, submittal reviews, progress meetings, site visits, contract completion, closeout, as-built, and completion documentation. In addition to the required designer-of-record roles specified within the RFP for maintaining integrity of the design, describe any other DOR involvement in the quality control process, if any. There is no need to submit a quality control plan as the successful offeror will provide that after award. In phase 1, the Government is interested in demonstrable capabilities to assure and control quality and how the offeror can achieve or exceed the contract’s minimum quality control system requirements. Limit one (1) page.
(vii) Evaluation Criteria: The Government will evaluate the strengths, weaknesses and any deficiencies in the organization and technical approach. The Government will evaluate the firm’s understanding of Design-Build (D-B),the requirements in described in the Division 01 requirements of the Solicitation, and the capability to execute the project. Some additional specific evaluation considerations are listed below. This list is not all-inclusive.
The Government will evaluate the offeror’s understanding of the challenges and risks associated with this project and the specific methods, resources, or internal processes that will be employed to mitigate those challenges and risks.
The Government will evaluate clarity and strength of the overall organization, the structure and staffing to execute the entire scope of work. The government will evaluate the general contractor’s ability to develop and maintain strong subcontractor and small business relationships. The government will evaluate the general contractor’s subcontractor management model and processes. The Offeror is required to select and commit to design firms to achieve an “acceptable” rating.
The Government will evaluate the Offeror’s capabilities and understanding of the contractually required quality control processes for construction. The Government will evaluate the adequacy of the staffing plan to cover all required tasks and responsibilities.
(c) Tab C, Subfactor 2, Relevant Experience
(i) The Offeror and subcontracted design firm(s) (or prime contractor if design is to be self-performed) shall each demonstrate the experience on projects same/similar in size and complexity to that described in the solicitation for same/similar design and construction services. If using subcontractors as part of the proposed team to demonstrate experience, describe the role they will play in this project and the percentage of work they will perform.
(ii) The Offeror and subcontracted design firm(s) shall complete a minimum of three (3), but not more than ten (10) “Relevant Experience Information” forms, attached at the end of this section (Attachment 1), in response to this factor. All blocks must be filled in and all data should be accurate, current, and complete. All projects submitted must be at least 50% complete and completed within the last 5 years. If the Offeror’s firm has multiple locations, projects should have been completed by the regional office that would be performing the work for this solicitation. The Government preference is that project examples submitted be of completed projects (i.e. construction complete). Design firms may list prime contractors they have worked for or Government, private or commercial customers. The Offeror shall select the design firm(s). The offeror should describe any previous teaming experience between current team members, if not described in the project list. If any, identify experience in design-build projects.
The Offeror and design firm(s) must each submit for projects of similar size and scope as outlined in the RFP. At least two (2) of the projects provided must be valued at over $1,000,000.
For evaluation purposes, “similar” is defined as:
(a) Projects demonstrating experience with Design-Build delivery.
(b) Projects demonstrating experience with the demolition of existing roof assemblies.
(c) Projects demonstrating experience with the design and construction of new TPO roof assemblies on existing structures, including the structural analysis of the new roof assembly on the existing structure.
(d) Projects demonstrating experience with the design and construction of roof drainage systems.
(e) Projects demonstrating experience with the design and construction of misc. roof appurtenances such as roof ladders, roof ventilation, and parapet coping.
(f) Demonstrated experience with local conditions.
(g) Demonstrated experience with applicable codes and Government regulations and design criteria.
An Offeror may demonstrate its experience in all four of the above areas through either one project or a combination of projects submitted. Each project summary must include the following for each project: a description of the project; scope; location; firms on the proposed team that constructed the project; construction contract award amount and final construction cost; the original contract finish date and actual finish date (if finished).
(iii) Narratives of each project should include a brief overview of each project and its relevance to this project. All summaries should also contain the name, address, telephone, and e-mail, of a representative of the customer familiar with the proposer’s experience on the project and can verify the experience cited.
(iv) If any of the information required is not included in the form, then the Offeror will be considered non-responsive and evaluated as unacceptable.
(v) Evaluation Criteria: The Government will evaluate the extent of recent, related experience of the Offeror, design firms, and subcontractors in design, construction, and design-build construction, as relevant to their role on this project. If the design will be accomplished in-house, rather than by subcontract, then the design element of relevant experience will still be evaluated, realizing that the work is being done in-house. Experience on the similar projects identified in the project lists will receive more consideration than experience provided in the supplemental narrative. The Government will place greater importance on projects performed as a prime contractor and design firm, than as a subcontractor.
The Government will consider extent of recent experience, degree of relationship of such experience to this project, demonstrated familiarity with applicable codes and local conditions.
Some examples of relevancy to this project may include, but not be limited to:
(a) Number, size, type work, complexity, location.
(b) Projects completed after 2020.
(c) Firm's role and extent of work performed.
(d) Project delivery type (Design-Build).
(e) Projects constructed at Powerhouses or on Government property.
(f) Projects involving pre-cast or modular elements.
(g) Projects with a value over $1M.
Previous design-build experience is not necessary for an acceptable rating. The Government may consider previous D-B experience a strength, even if the experience is on different type projects than this project. Similarly, the Government may consider previous recent teaming experience among the team members as value added, even if on different type design and/or construction projects than this project.
(vi) The Government reserves the right to verify the experience record of cited projects or other recent projects by reviewing the Corps of Engineers Construction Contractor (or Architect- Engineer) Appraisal Support System, other DOD or Government appraisal systems or to interview owners or references. The Government may check any or all cited references to verify supplied information.
(d) Tab D, Factor 2, Past Performance
(i) For each project submitted, Offerors shall submit available performance documentation. If no performance documentation is available, state so on the project information worksheet. The Government will review the experience forms submitted as well as query the Contractor Performance Assessment Reporting System to validate past performance ratings on Department of Defense contracts and any other past performance information the Government deems necessary to evaluate a contractor’s past performance. Firms without a history of past performance will be given a neutral rating. For non-Corps of Engineers contracts, provide a copy of the performance rating issued by the contracting agent.
(ii) For each project that does not have a final CPARS evaluation, Offerors shall provide a questionnaire (See Attachment 2) to the point of contact, clearly identifying the project to be evaluated. A sample Past Performance Evaluation Questionnaire is included at the end of this section. When completed, these forms shall be mailed, faxed or e-mailed to the Tulsa District Contract Specialist identified in the RFP letter prior to proposal closing date. It is the contractor’s responsibility to ensure that the reference documentation is provided, as the Government may not make additional requests for past performance information from the references. The evaluation form shall be provided to the Contract Specialist directly from the reference.
(iii) The information contained in the questionnaires will be used to evaluate the Offeror’s past performance. If any negative past performance information is received, the contractor will be given an opportunity to provide rebuttal. Each contractor shall provide at least three (3) past performance ratings. Any rating an Offeror has IN CPARS for the projects listed under Factor 1, Subfactor 2 will count toward this requirement.
The Offeror is responsible for ensuring that the KO has received a minimum of three (3) questionnaires prior to that date/time or has provided written notification to the KO that they have current ratings in CPARS. Entities that have no past customers shall notify the KO in writing, prior to the date and time established for the RFP closing, that they have had no previous clients and that the minimum number of questionnaires cannot be provided. It is the contractor’s responsibility to ensure that the reference documentation is provided, as the Government may not make additional requests for past performance information from the references.
Do not request past performance questionnaires on projects that have final CPARS evaluations. If a past performance questionnaire is received on a project where a final CPARS evaluation exists, the CPARS evaluation will serve as the official rating of record for evaluation purposes.
