About this opportunity

This Broad Agency Announcement from the U.S. Army Combat Capabilities Development Command - Soldier Center solicits proposals for basic and applied research across six technical areas including combat feeding, soldier protection and survivability, soldier performance optimization, expeditionary maneuver support and field service technologies, aerial delivery systems, and simulation and training technology. Offerors must submit a concept paper for evaluation within 90 days, after which highly rated offerors will be invited to submit a full proposal by 28 February 2025. Proposals will be evaluated based on technical merit, management approach, cost/price, and past performance, with technical merit being the most important factor.

There is no set-aside designation. Research is sought under NAICS codes 541715 and various PSC codes depending on the area of research. Awards may include contracts, grants, cooperative agreements, or other transactions issued through 30 June 2025 by the Army Contracting Command Aberdeen Proving Ground. Small businesses, universities, non-profits, foreign organizations, and commercial firms are eligible to propose. Concept papers and full proposals will be accepted continuously until 28 February 2025. The period of performance will depend on the individual award but may extend up to five years. The place of performance will be the contractor's location but must support the research requirements of the U.S. Army Combat Capabilities Development Command - Soldier Center.
