About this opportunity
The U.S. Geological Survey issued a Broad Agency Announcement on October 15, 2026, inviting partnership proposals to acquire high-resolution 3D elevation and hydrography mapping data through the 3D National Topography Model Data Collaboration Announcement, with project submissions due by 5:00 PM ET on December 4, 2026. Federal agencies, state and local governments, tribes, academic institutions, and the private sector are eligible; GPSC contractors and subcontractors are ineligible. The USGS will execute all data acquisition and delivery exclusively through the existing Geospatial Products and Services Contracts (GPSC), an IDIQ multiple-award vehicle.
The announcement comprises two separate competitive opportunities: the 3D Elevation Program (3DEP) for lidar data acquisition and the 3D Hydrography Program (3DHP) for elevation-derived surface water mapping. Applicants must commit to cost-sharing; the USGS contribution is capped at 50 percent of mapping costs for projects involving state and municipal cooperation, though multiple federal agencies may collectively exceed that threshold. 3DEP projects must propose Spring 2027 or Fall 2027/Winter 2028 data collection timelines to Quality Levels QL2, QL1, or QL0. 3DHP projects require data collection within whole hydrologic units from the Watershed Boundary Dataset and must comply with current USGS Elevation-Derived Hydrography specifications.
Evaluation criteria include data age thresholds (5+ years for CONUS, 8+ years for Alaska/Hawaii/territories), areal extent preference for projects exceeding 1,500 square miles, cost and cost-share percentage, proposal maturity and funding certainty, and past performance. Applicants must request a USGS Project Planning Estimate by November 13, 2026, or submit a contractor or documented alternative estimate with their proposal. Applicants must submit a DCA Project Summary Form, Validation of Proposed Funding Partners form for each funding partner, and a GIS file defining project boundaries; 3DEP boundaries require a 100-meter buffer, while 3DHP boundaries must align with published Watershed Boundary Dataset geometry in NAD 1983 (2011) Albers projection (EPSG 6350).
Notice text
This Broad Agency Announcement (BAA) is issued to provide an opportunity to partner with the U.S. Geological Survey (USGS) and other Federal agencies to acquire high-resolution 3D elevation and hydrography mapping data through the 3DNTM Data Collaboration Announcement (DCA). The 3DNTM DCA partnerships efficiently and effectively leverage funding to respond to the documented and growing need for high-quality elevation and hydrography data, which significantly benefit Americans across an array of applications like infrastructure planning, discovery of critical minerals, energy development, and disaster preparation and response for severe weather events, earthquakes, landslides, and other emergencies.
Project submissions are invited from applicants who wish to partner through the 3D Elevation Program (3DEP) opportunity or the 3D Hydrography Program (3DHP) opportunity to fund lidar or hydrography data acquisition through the USGS Geospatial Products and Services Contract (GPSC). Federal agencies, state and local governments, tribes, academic institutions, and the private sector are eligible to submit projects. The Government will review applications based on the evaluation criteria identified in section VII of this opportunity.
A synopsis of previous 3DNTM DCA Awards is available on https://usgs.gov/3DNTM/DCA. 3DEP and 3DHP products and services, including data resulting from this opportunity can be accessed via The National Map Data Download and Visualization Services: https://apps.nationalmap.gov.
