About this file

This is a Request for Project Planning Estimate form for the U.S. Geological Survey's 3D Elevation Program (3DEP) Fiscal Year 2027 Data Collaboration Announcement (DCA). The form is submitted to 3dep_dca@usgs.gov with a required email subject line format: "URGENT – [State] [Last name of primary applicant] Request for 3DEP Project Planning Estimate." The planning estimate provides cost projections sufficient for project planning and partnership development, with full and final costs calculated only if the project submission is selected.

Applicants must provide organization information, project title (maximum 300 characters), geographic extent (by county, watershed, or other specification), and a vector GIS file in shapefile, GeoPackage, or KML/KMZ format defining the project area. The project boundary must include a 100-meter buffer to comply with the 3DEP Defined Project Boundary (DPA) per the 3DEP Lidar Base Specification. Data acquisition timelines include Spring 2027 or Fall 2027/Winter 2028 options, with conditions selectable for leaf-on/leaf-off acquisition, coastal tide coordination, or U.S. Forest Service guaranteed 50% sidelap. Projects must meet current Quality Level specifications (QL2, QL1, or QL0), with standard deliverables defined by the 3DEP Lidar Base Specification. Additional products and services are available at applicant expense, including point cloud classification enhancements, hydro-flattening additions, digital surface models, machine-generated contours, building footprints, and hillshades. The form includes a 2,500-character maximum text field for additional project details or clarifications.
