About this opportunity
The Federal Aviation Administration is conducting a market survey to identify potential vendors for crane rental services required for the BRO Air Traffic Control Tower cab glass replacement project in Brownsville, Texas. The FAA requires a mobile crane with a licensed operator capable of lifting glass units weighing up to 4,000 pounds with a lift radius of approximately 115 feet, while maintaining a crane tip height not exceeding 139 feet above ground level. Vendors must provide comprehensive documentation including CAD-generated site drawings, detailed lift plans, crane mobilization/demobilization services, necessary permits, and operator certifications. The FAA will use responses to determine the appropriate procurement method and competition type, potentially conducting full and open competition or setting aside opportunities for small businesses, service-disabled veteran-owned small businesses, or SBA 8(a) certified firms. Market survey responses are due by September 18, 2025, and will be used solely for informational and acquisition planning purposes.
This procurement operates under NAICS code 238990 with a $19 million size standard and carries no current set-aside designation, though the FAA may implement set-asides based on market survey results. There is no incumbent contractor for this requirement, as this appears to be a new procurement need. The project involves replacing twelve cab glass windows over a twelve-day period from October 16-27, 2025, requiring 64 hours of weekday work, 20 hours of Saturday work, and 20 hours of Sunday work for a total of 104 operational hours. The work location is specifically at the BRO ATCT Tower at 905 Minnesota Ave in Brownsville, Texas. While no specific contract value is mentioned in this pre-solicitation notice, the scope involves specialized crane operations with strict technical requirements and airport compliance standards that will likely command premium pricing for qualified contractors.
