About this opportunity

This Limited / Sole Source Justification Notice is for a bridge contract modification to extend the current Facility Investment Services task order N6247321F5431 for Building 750 at Naval Base San Diego. The Department of the Navy Naval Facilities Engineering Command (NAVFAC) is issuing this justification, as the current task order is set to expire on September 29, 2024, but the new Base Operations Service Contract (BOSC) for the base will only be for 6 months starting April 1, 2025, which is insufficient time for a new contractor to gain the necessary accesses and learn the complex systems. The bridge contract will be for a 6-month base period with six 1-month option periods to extend the current contract with the incumbent vendor, at an anticipated cost of $574,336.59 to be funded with FY24 and FY25 Operations & Maintenance, Navy funds.

Notice text

The bridge contract will be a modification to extend the current task order for a six month base period and six (6) 1-month option periods. After award of Task Order N6247321F5431, NAVFAC Southwest determined a Base Operations Service Contract (BOSC) should be implemented for Naval Base San Diego, with the services of the current task order falling under the new BOSC. While sufficient time exists for a follow-on contract to be awarded, the new contract duration would only be for a term of six months, as the BOSC is scheduled to be awarded with a period of performance start date of April 1, 2025. Due to the complexities and highly specialized nature of this service contract, a six month long new contract would not be successful to meet the requirements of the Scope of Work. This contract requires the use of Maximo, which requires several months in which to gain access. Also, the contract requires substantial work related to HVAC, boiler, plumbing, generator, and fire systems, which require extensive time to learn and understand how to maintain and repair.

Awarded contract N62473-18-D-5608 to unknown vendor for unknown amount on 2021-09-27.
