The Department of the Air Force Air Combat Command intends to award a sole-source bridge contract to MilSup LLC for RC-135 Contract Aircrew Training and Courseware Development services, with solicitation expected and an industry response deadline of September 18, 2026. Performance occurs at Offutt Air Force Base, Nebraska. The bridge contract runs November 1, 2026 through April 30, 2027, with anticipated award by October 31, 2026. The Air Force anticipates a follow-on contract under the GSA One Acquisition Solution for Integrated Services vehicle, with performance estimated to begin February 1, 2027.
Contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items required to deliver RC-135 aircrew training and courseware development across multiple crew positions including pilots, navigators, electronic warfare officers, airborne systems engineers, and cryptologic mission crew members. Estimated workload includes 6,720 hours of classroom instruction, 11,145 hours of training device events, 1,224 hours of continuation training device events, 673 hours of continuation training academics, 6,552 hours of flight instruction, and approximately 258.3 new lesson equivalents in courseware development annually. Contractor must maintain qualified instructors meeting specified credential requirements, provide IT systems and courseware management capabilities, ensure quality assurance compliance, and deliver monthly progress reports and required management plans. The government furnishes facilities, equipment, training devices, and aircraft.
This RFI solicits industry responses addressing whether a six-month contract provides government benefit exceeding source selection costs and whether such a timeframe would generate a competitive environment.
