This is a Request for Information (RFI) and Notice of Intent for a bridge contract action under existing contract FA4890-21-C-0001 for RC-135 Aircrew Training and Courseware Development (CAT/CWD) services.

The Air Force Acquisition Management & Integration Center (AMIC) intends to award a six-month sole source bridge contract to the current contractor, MilSup LLC, located in North Las Vegas, Nevada, under FAR 6.302-1 authority (Only One Responsible Source). The bridge contract will run from November 1, 2026 through April 30, 2027, with anticipated award by October 31, 2026. The place of performance is Offutt Air Force Base. The current contract was solicited as a commercial, Firm Fixed Price arrangement under a 100% small-disadvantaged, veteran-owned, small business set-aside (PSC code U009 for Education/Training; NAICS code 611512 for Flight Training). Required services include furnishing all personnel, equipment, tools, materials, supervision, and other items necessary to perform RC-135 Contract Aircrew Training, Courseware Development, and Staff Support positions.

The bridge contract is necessary due to extended requirement generation delays affecting the recompete timeline. The follow-on contract will be solicited under the General Services Administration (GSA) One Acquisition Solution for Integrated Services vehicle, with performance estimated to begin February 1, 2027. This RFI solicits industry responses by September 18, 2026 at 12:00 pm Eastern Time addressing whether a six-month contract provides government benefit exceeding source selection costs and whether such a timeframe would generate a competitive environment. NOTICE OF INTENT – Bridge Action For: Contract FA4890-21-C-0001, RC/WC-135, Contract Aircrew Training and Courseware Development (CAT/CWD)

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. ACC Acquisition Management & Integration Center (AMIC) intends to award a six-month, sole source bridge contract action to MilSup LLC., 4108 Fabulous Finches Ave, North Las Vegas, NV under the authority of FAR 6.302-1 – 10 USC 3204(a)(1), Only One Responsible Source - No Other Supplies or Services Will Satisfy Agency Requirements. Place of performance is Offutt Air Force Base (AFB). The period of performance for the bridge action will be 1 November 2026 – 30 April 2027. Anticipated award for the bridge action is NLT 31 October 2026. Interested parties are requested to submit their responses to this RFI and/or capability package NLT 18 September 2026, 12:00 pm eastern time to the POC listed at the end of this notice. The Government will provide an email confirmation of response. Offerors are advised that foreign participation is not permitted.

The current contract was solicited as a commercial, Firm Fixed Priced, 100% small-disadvantaged, veteran-owned, small business set-aside and awarded to MilSup LLC. under the PSC code of U009 (Education/Training) and NAICS code 611512 (Flight Training). Current contract support includes, but is not limited to the following: to furnish all personnel, equipment, tools, materials, supervision, and all other items and services required to perform and support RC-135 Contract Aircrew Training (CAT), Courseware Development (CWD) and Staff Support positions.

The follow-on contract is to be solicited under General Services Administration (GSA) One Acquisition Solution for Integrated Services. Due to an extended period of requirement generation, affecting the recompete timeline, a bridge contract is required to continue receiving these highly specialized services until the follow-on contract can begin performance. The bridge action will be awarded NLT 31 October 2026.

This RFI meets the requirement to post IAW R-DFARS PGI 206.104-70-1. When issuing a bridge under RFO 6.103-1 authority, the Government is required to post a sources-sought or RFI to substantiate their reasoning for using said authority. Accordingly, the Government is requesting industry to respond to the following two items:

1) Does industry believe that soliciting and awarding a contract for six months for performance of described services above give any benefit to the Government? If so, does that benefit outweigh the costs of conducting a new source selection?

2) Does industry believe that a new source selection for six-months of performance would result in a competitive environment? If yes, please provide your capability package.

The follow-on acquisition is estimated to begin performance 1 February 2027. All required postings will be accomplished via SAM.gov.
