About this opportunity

The Department of the Interior National Park Service Intermountain Region seeks propane supply and delivery services to Bryce Canyon National Park via a five-year Blanket Purchase Agreement, with proposals due June 18, 2026 at 3:00 PM Mountain Daylight Time. The procurement is set aside for Women-Owned Small Businesses.

Place of performance is Bryce Canyon City, Utah. The BPA covers propane delivery to four tank locations: a 10,000-gallon tank at the Visitor Center, an 18,000-gallon tank at the Maintenance Facility, and 1,000-gallon underground tanks at Historic Housing and the Hi Plateau Institute. The contract period runs July 1, 2026 through June 30, 2031, divided into five one-year ordering periods with an estimated total value of $270,000, though the government is obligated only to the extent of authorized purchases actually made. Individual orders are capped at $10,000 per call under simplified acquisition procedures.

Pricing is firm fixed-price based on the most current U.S. Energy Information Administration residential or wholesale propane rack pricing for Rocky Mountain (PADD 4) plus the contractor's markup rounded to the nearest cent. Deliveries must occur within four business days of order placement, Monday through Friday between 8:00 AM and 12:00 PM, with 24-hour advance notice required. Propane must meet a minimum purity standard of 95 percent with no oil byproducts and be odorized. The contractor must be regularly engaged in similar propane volumes and have prior experience with this delivery type. All truck meters must be certified and calibrated per local and state law.

Proposals must include a completed Technical-Experience Questionnaire and Price Schedule. Electronic submission to nathan_ziegler@ios.doi.gov is preferred. The NAICS code is 324110, Petroleum Refineries; PSC is 6830, Gases: Compressed and Liquefied.
