About this opportunity
The National Park Service is seeking market research responses for a water system rehabilitation project at Bryce Canyon National Park, with sources-sought responses due August 12, 2026 at noon Mountain Daylight Time. The anticipated solicitation will issue around September 2026 as a competitive sealed bid procurement under FAR Part 14 with firm-fixed-price terms; small business set-asides will be considered based on response quality and interest level.
Work occurs at East Creek and Yovimpa Point/Yovimpa Pass at Bryce Canyon National Park in Utah, a rural area with limited staging. The scope includes replacement of primary and secondary water distribution piping using horizontal directional drilling (HDD) for large-scale HDPE systems, limited wastewater lateral replacement, SCADA modifications, electrical upgrades, asphalt and concrete cutting and patching, site restoration, well house decommissioning and demolition, old pipeline removal to Rainbow Point, pumping equipment demolition, and related concrete and valve vault work. The project requires minimally invasive construction practices and may involve seasonal shutdowns and winter construction while maintaining existing water service, roadway access, emergency access, and visitor operations at an active year-round facility.
Responders must demonstrate federal construction contract experience of similar scope and magnitude, horizontal directional drilling and utility construction capability, experience phasing work to maintain operational continuity, Utah local construction licensing and permitting compliance, and performance and payment bonding capacity. The government seeks information on small business certifications (EDWOSB, HUBZone, IEE, ISBEE, SDVOSB, VOSB, WOSB, or Native American-owned), percentage of work to be self-performed, and contractor interest in serving as prime or subcontractor. Construction completion target is September 2027. NAICS 237110 applies with a $45 million size standard.
