About this opportunity
The Naval Research Laboratory seeks to procure a commercially available high-resolution liquid chromatography mass spectrometer system to support molecular identification and characterization across various research programs. The system must meet the salient characteristics in Attachment 1, including the capability to perform mass spectrometric analysis of small molecules from complex samples with accurate mass determination up to m/z 2000 and mass resolution of 400,000 or greater. Offerors must meet all requirements by September 5, 2022, and the award will be a firm-fixed price contract.
There is no set-aside designation for this procurement. The NAICS code is 334516 for analytical laboratory instrument manufacturing, and the PSC code is 6630 for liquid chromatography instruments. The solicitation is for a brand name or equal system from Thermo Electron North America LLC. Installation, training, and a one-year warranty are required. The place of performance is the Naval Research Laboratory in Washington, DC. Interested vendors must monitor the announcement on SAM.gov as the only evaluation criteria will be meeting the mandatory requirements contained in the solicitation documents.

Requirement: The Naval Research Laboratory (NRL) in Washington, DC has a requirement for the procurement of a commercially available High-Resolution Liquid Chromatography Mass Spectrometer (LC-MS) System. The LC-MS system will support a wide variety of research programs. It will provide molecular identification and characterization of novel materials developed at NRL (e.g. coatings, polymers, reagents and reaction intermediates), provide detailed compositional analysis of biological materials (e.g. proteomic analysis of microbiota, invertebrate tissue samples, and synthetic analogs), and other complex chemical mixtures, such as vaporous chemical signatures, environmental samples, military transportation fuels, and high molecular weight gums. The system will support mass defect filter analysis for compositional profiling of highly complex chemical mixtures such as in "petroleomic" analysis of petroleum distillate fuels. Complete physical, functional, performance requirements for the system described in Attachment 1, Salient Characteristics, of this solicitation. This procurement is for new equipment only, brand name or equal Thermo Electron North America LLC Liquid Chromatography Mass Spectrometer (LC-MS).
OFFEROR MUST FOLLOW INSTRUCTIONS AND MEET REQUIREMENTS DESCRIBED IN THE FOLLOWING SOLICITATION DOCUMENTS ATTACHED:
- Combined Synopsis Solitication No. N00173-22-R-MR17
- Attachment 1- Salient Characteristics
- Attachment 2- Requirements for On-site Contractors
