About this opportunity
The National Institute of Standards and Technology seeks firm fixed-price quotations for a FLIR thermal camera bundle consisting of three camera systems (one FLIR T865, one FLIR T560, one FLIR E96) to support fire research experiments, with quotations due September 18, 2026 at 12:00 AM ET. This is a total small business set-aside (NAICS 334516, 1,000-employee threshold) open to women-owned small businesses, and only authorized FLIR resellers may respond due to the Government's requirement for compatibility with existing FLIR-based hardware and software infrastructure.
Place of performance is Gaithersburg, Maryland. Each camera must feature 640×480 resolution with interchangeable lens options (14-degree, 24-degree, 42-degree), microbolometer technology, multiple focusing modes (manual, continuous laser distance meter, one-shot laser distance meter), SD card recording capability, and battery power (3.5+ hours for T865/T560; 2+ hours for E96). All three cameras must include a perpetual professional license (USB dongle format) for Research Studio Analysis Software, Professional Edition, 2026, supporting radiometric video recording and high-speed thermal capture in FLIR proprietary formats (*.ats or *.seq) on Windows 11; Linux support is not mandatory.
All equipment shall be new in original manufacturer packaging, delivered FOB Destination within 30 days of contract award. Delivery of six weeks after contractor receipt of order is deemed unacceptable. For the FLIR E96 (Line Item 0003), all three lenses must be delivered with each unit—one installed and two as spares. The Government will evaluate quotations using Lowest Price Technically Acceptable (LPTA) methodology. One-year warranty from acceptance is required; payment terms are NET 30 following delivery, inspection, and acceptance. Quoters must maintain active SAM.gov registration at submission. Amendment 02 (posted September 15, 2026) corrected software licensing specifications from a prior amendment.

Update #3 · Latest ·
Amendment 02: The purpose of this amendment is to revise the NIST requirements and clarify the specific software license required.
An error was identified in Amendment P26001, which included Questions and Answers that inadvertently referenced the incorrect software license for vendors to quote in response to the requirement. This amendment corrects that information and provides clarification regarding the applicable NIST requirements and the software license to be included in vendor quotations.
The solicitation is now open for updated or new quotes through 12 AM on 9/18/2026. For previous responses, if no update is received NIST will evaluate the existing response against the revised requirements
All other requirements and provisions of the solicitation remain unchanged unless specifically revised by this amendment.
This is a request for a Firm Fixed Price quotation for commercial products. This solicitation is issued in accordance with the Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services as supplemented with additional information included in this notice.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the RFO.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing. The small business size standard of 1,000 employees. This is a total small business set-aside competition. Only small businesses under the applicable NAICS code are eligible to respond.
DESCRIPTION OF REQUIREMENTS
Non-Competitive (Single-sole Source (Including Brand-Name)) Determination:
The National Institute of Standards and Technology (NIST), Fire Research Division within the Engineering Laboratory (EL), requires multiple FLIR thermal imaging cameras to enhance the visualization and thermal imaging of rapidly evolving fire experiments. High-resolution infrared imaging is essential to accurately capture transient fire behavior and improve the characterization and analysis of dynamic fire scenarios beyond the capabilities of the Division's existing equipment.
The Fire Research Division's current thermal imaging infrastructure is built around FLIR technology. Existing thermal imaging software, data processing workflows, and archived datasets are designed specifically for FLIR camera systems. To maintain interoperability and ensure continuity of ongoing research, the new cameras must be fully compatible with the Division's existing FLIR-based hardware and software environment. The acquisition of a different manufacturer's thermal imaging cameras would require replacement or modification of existing software, redevelopment and validation of data processing procedures, recalibration of equipment, retraining of personnel, and potential revalidation of research methodologies. These efforts would result in substantial duplication of costs and schedule delays that are not expected to be recovered through competition and would adversely affect the Fire Research Division's ability to conduct ongoing and future fire research.
FLIR manufactures the proprietary thermal imaging technology required to maintain compatibility with the Government's existing infrastructure. Although FLIR does not sell directly to the Government, it authorizes multiple resellers to distribute its products. Accordingly, competition is available among authorized FLIR resellers for the required brand-name products. For these reasons, only FLIR-brand thermal imaging cameras will satisfy the Government's minimum needs while preserving compatibility with the existing research infrastructure and avoiding substantial duplication of cost and disruption to ongoing research.
The purpose of this procurement is to enhance the visualization and thermal scene visualization of rapidly dynamic fire experiments with multiple FLIR thermal cameras.
Update #2 ·
Amendment 01: The purpose of this amendment is to release questions and answers as attached, revise the delivery requirements to 6 weeks after contractor receipt of order, and extend the quotation due date to August 12, 2026 12 pm ET.
All other terms and conditions remain unchanged.
