About this file
This is a Questions and Answers document for Solicitation No. 1333ND26QNB730401, issued by NIST for a FLIR Thermal Camera Bundle (High-Resolution Infrared Camera) procurement. The document provides clarifications on seven key topics addressing vendor inquiries regarding equipment specifications, delivery timelines, and software requirements.
For the FLIR E96 camera (Line Item 0003), all three available lenses (14°, 24°, and 42°) must be delivered with each unit, with one lens installed and two provided as spare parts. Delivery is required within six weeks after contractor receipt of order, with any timeframe exceeding this deadline deemed unacceptable. The software requirement specifies Thermal Studio Pro (the latest generation of FLIR ResearchIR) with a perpetual professional license per camera, featuring a mandatory hardware dongle; term or subscription licenses are not acceptable. Windows PC installation is required, while Linux support is not mandatory. The software must demonstrate high-speed thermal video capture with radiometric data capability, enabling real-time analysis and recording of video files in FLIR proprietary formats (*.ats or *.seq) that can be reloaded into the provided software for reprocessing. All three cameras included in the procurement shall be accompanied with corresponding software meeting these same functional requirements, with the same software capable of supporting all camera models to ensure no discrepancies exist with camera licenses or types.

Questions & Answers Solicitation No. 1333ND26QNB730401
FLIR Thermal Camera Bundle (High-Resolution Infrared Camera)
1. Line Item 0003 (FLIR E96): The requirement lists the E96 with 14°, 24°, and 42° lens options and per-lens specifications. The E96, manufactured by FLIR, is typically supplied with an interchangeable-lens capability rather than all three lenses bundled as standard.
Will the Government accept the E96 with the 24° lens as the standard configuration, or does the requirement mandate that all three lenses (14°, 24°, 42°) be delivered with the E96 unit?
FLIR E96 cameras shall be delivered with all three lenses which are available for the model (14°, 24°, 42°), one can be installed, and the other two as spare parts.
2. Delivery (30 days ARO): These items are subject to manufacturer lead times that may extend beyond 30 days after receipt of order. In the event the manufacturer's confirmed lead time exceeds 30 days, will the Government consider a quotation that proposes a delivery date beyond 30 days ARO, or is 30-day delivery a firm technical-acceptability requirement?
The NIST Requirements have revised delivery requirements to delivery six weeks after contractor receipt of order. Any delivery timeframe that exceeds that timeframe will be deemed unacceptable.
3. Software licensing: The requirement specifies a perpetual professional license for the analysis software (Thermal Studio Pro). Please confirm that a perpetual professional license per camera satisfies this requirement, and that a term/subscription license would be considered technically unacceptable.
Confirmed perpetual professional license per camera for the analysis software (Thermal Studio Pro).
a. Term subscription are not acceptable.
4. The software specifications require:
• a perpetual professional license;
• installation and operation on Windows 11 and Linux;
• recording of high-speed radiometric video;
• support for real-time analysis and the other listed functions.
Could NIST please clarify which FLIR software package is intended to satisfy these requirements?
Thermal Studio Pro, the latest generation of FLIR ResearchIR, shall be installed on Windows PC. This software application provides high-speed thermal capture with radiometric data, and this software also supports real-time analysis.
a. With mandatory hardware dongle (perpetual license)
5. Could you please clarify whether Linux support is a mandatory requirement for the software proposed with this procurement? If so, is there a specific FLIR software product that NIST expects vendors to provide?
Linux not required
6. Section III requires the software to record high-speed radiometric video, and Section VI lists recording and exporting radiometric video as part of the acceptance testing. Could NIST please clarify whether these functions are mandatory for the delivered software configuration?
Yes, this is mandatory requirement, software shall demonstrate high-speed thermal video capture with video files being saved in FLIR proprietary file format (*.ats or *.seq) with ability to load them back in provided software for re-processing.
7. Software References in the Requirements Document - We noticed that the software sections appear to reference different camera models. For example:
• In the FLIR T560 software section, item (a) refers to supporting the FLIR T865.
• In the FLIR E96 software section, item (a) also refers to supporting the FLIR T865, while item (d) references images captured by the FLIR T560.
Could you please confirm whether these references are intentional or whether they should instead refer to the respective camera models for each line item?
All three cameras shall be accompanied with corresponding software and requirements as in procurement.
a. I believe the same software can be used for all three cameras, but requirements are here to make sure that this is the case and there is no discrepancy with camera license or type. All three cameras shall perform the same functions.
