About this opportunity

NASA Glenn Research Center in Cleveland, Ohio has issued a Sources Sought Request for Information to identify contractors capable of providing a Bolab Multipurpose Power Quality Test System or equivalent. This Special Notice is designated as a Total Small Business set-aside and represents market research to determine industry interest and capabilities for the procurement and installation of specialized power quality testing equipment. The system is required for testing electrical systems in aeronautics and space applications, with capabilities for generating voltage transients, injecting high-bandwidth signals, and performing complex power quality tests across multiple voltage ranges including 120Vdc and 1000Vdc operations. NASA anticipates awarding a competitive, firm fixed-price contract for this requirement. The comprehensive system must include voltage amplifiers, isolation amplifiers, power supplies, safety relays, measurement devices, and supporting software with installation services.

The primary purpose of this Sources Sought notice is to conduct market research and determine whether a small business set-aside is appropriate for the future procurement. Contractors must submit their responses by Monday, August 25, 2025 at 1:00 PM CST via email to Contracting Officer Seliste Acres, while all questions must be submitted by Thursday, August 21, 2025 at 4:00 PM CST. Eligible contractors must provide their contact information, company business size, SAM Unique Entity Identification Number, and demonstrate their capabilities through a capability statement or budgetary quote. The contractor selected will be responsible for hardware delivery within twenty-five weeks after award and complete installation within four weeks after delivery. Additionally, the vendor must provide on-site support, equipment integration assistance, and technical expertise at NASA Glenn Research Center. This Sources Sought specifically emphasizes that it is not a request for competitive quotes or proposals, but rather an opportunity for qualified firms to demonstrate their ability to meet NASA's technical requirements for this specialized power quality testing system.
