About this opportunity
The Defense Health Agency seeks quotes for nitrous oxide and oxygen delivery systems (Porter Instrument brand) with accessories and training for Naval Medical Center San Diego and Naval Hospital Camp Pendleton, with quotes due September 10, 2026, at 10:00 AM PST, and questions due September 4, 2026, at 10:00 AM PST. This is an unrestricted, full and open competition RFQ under FAR Part 12 commercial item procedures.
Place of performance is San Diego, California 92134. The procurement spans two medical treatment facilities: two systems for NMCSD Labor and Delivery Department and three systems for NHCP Maternal Infant Services Department. Each system must be a 50/50 preset mixture model with flow rate up to 100 L/min, gas supply pressure of 45–60 psi, key lock mechanism, audible low-pressure alarm, one-way directional flow, and DISS connection fittings (1240 for oxygen, 1040A for nitrous oxide). All systems must be FDA-cleared, include accessories (oxygen hoses, vacuum connectors, yoke washers, disposable masks and breathing circuits), and critically must not require annual factory recalibration—quoters must confirm this or face technical unacceptability. Delivery is required 90 days after receipt of order. Training includes one onsite and two virtual sessions per location. The NAICS code is 339112 with a 1,000-employee size standard; PSC is 6515. Only Porter Instrument brand-name products are accepted; non-OEM quoters must provide OEM authorization documentation. Award will use Lowest Price Technically Acceptable procedures based on technical acceptability and price reasonableness. Quoters must submit three volumes: technical/product compliance documentation, CLIN pricing schedule, and current SAM.gov registration with FAR 52.212-3 representations. Offers must remain firm for 60 calendar days from the quote due date. The government intends award without discussions but reserves the right to conduct exchanges if necessary. Payment is firm-fixed-price, FOB Destination, upon government acceptance.
