About this file

This is a Statement of Work (SOW) for the acquisition of commercial nitrous oxide and oxygen delivery systems for two Naval medical treatment facilities under FAR Part 12 procedures.

The Government seeks five total nitrous oxide and oxygen delivery systems with accompanying accessories and training services. CLIN 0001 procures two systems for Naval Medical Center San Diego (NMCSD) Labor and Delivery Department, while CLIN 0004 procures three systems for Naval Hospital Camp Pendleton (NHCP) Maternal Infant Services Department. Each system must consist of two medical gas cylinders pre-mixed with 50% nitrous oxide and 50% oxygen, designed for analgesia delivery during labor and minor medical procedures. The systems must meet specific technical requirements including a preset 50/50 mixture setting, flow rate up to 100 L/min, gas supply pressure of 45-60 psi for both gases, safety features (key lock mechanism, audible low pressure alarm, one-way directional flow), and DISS connection fittings (1240 for oxygen, 1040A for nitrous oxide). Required accessories include oxygen hoses, vacuum connectors, replacement yoke washers, and disposable masks and breathing circuits in varying quantities. CLINs 0002, 0003, 0005, and 0006 cover onsite and virtual training sessions for each facility. All systems must be FDA-cleared, include all components for immediate clinical use, and critically, must not require annual factory recalibration—quoters must confirm this or be deemed technically unacceptable. Delivery is required 90 days after receipt of order to the specified facility addresses. All items must be new and commercially acceptable with a minimum three-year manufacturer's warranty. Payment will be processed upon Government acceptance of delivered items through the designated WAWF points of contact.

Statement of Work I. Introduction

This Statement of Work (SOW) is issued in accordance with FAR Part 12 for the acquisition of commercial items. The purpose is to procure a total of five (5) nitrous oxide & oxygen delivery systems with all accessories for a complete, usable system including regulators, vacuum connectors, hoses, disposable masks, and breathing circuits to support the operations of the following two (2) medical treatment facilities (MTFs): Naval Medical Center San Diego (NMCSD), Labor and Delivery Department and Naval Hospital Camp Pendleton (NHCP), Maternal Infant Services Department. Each nitrous oxide & oxygen delivery system shall consist of two (2) medical gas cylinders pre-mixed with 50% nitrous oxide and 50% oxygen, designed for use with the analgesia delivery machine. The systems shall include a compatible nitrous oxide regulator and medical gas hose to ensure secure, leak-free connection to the analgesia delivery machine. The system shall provide safe, on-demand inhalation analgesia for patient pain management during procedures such as labor, minor medical interventions, and bedside procedures. The 50/50 premixed formulation ensures consistent gas concentration, compliance with medical safety standards, and ease of use by trained clinical staff. The contractor shall supply all items, services, delivery functions, and training necessary to meet the requirements described herein, in accordance with standard commercial practices.
