About this opportunity
The Department of the Navy Naval Supply Systems Command seeks six Allison 4700SP_P (4th Generation) Factory ReTran automatic transmissions (Part Number 29572129 or current OEM superseding part) for the Naval Construction Training Center Port Hueneme, California, with proposals due September 4, 2026 (amended from September 2). This is a 100% Small Business Set-Aside under NAICS code 336350 (size standard: 1,500 employees), issued as Request for Quote N00244-26-Q-0090 under FAR Part 12 for commercial items.
Delivery is due December 1, 2026, to Naval Construction Battalion Center Port Hueneme, California. The transmissions must be factory-certified remanufactured units built to OEM performance standards with full Allison factory warranty documentation and manufacturer certification of remanufacture and testing. External threaded mounting holes, service access points, and repeatedly used fastener interfaces must be reinforced with Keenserts, hardened steel thread inserts, replaceable threaded studs, or equivalent OEM-approved solutions without altering internal components or voiding the Allison factory warranty. The contractor must provide labor, materials, palletization, crating if required, and packaging for transportation. The contractor shall also pick up six used core charge transmissions on the same day as initial delivery and transport them back for processing. The contract type is Firm Fixed Price.
Evaluation employs Lowest Price Technically Acceptable (LPTA) methodology across Technical Capability (specification conformance, equipment condition, delivery schedule, commercial warranty, manufacturer certification), Price, and Responsibility and Past Performance. Government inspection and acceptance occur at destination. Payment is processed through Wide Area Workflow in accordance with DFARS 252.232-7003. Post-award contract administration is performed by NAVSUP Fleet Logistics Center San Diego. Amendment 0001 (September 2) extended the deadline and clarified that used transmission cores are not currently crated or skidded, with the selected contractor responsible for all core packaging and return shipping.
