Summary of Justification and Approval for Other Than Full and Open Competition

This is a Justification and Approval (J&A) document for a sole-source procurement under simplified acquisition procedures. The Naval Construction Training Center (NCTC) Port Hueneme, with Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLC SD) as the contracting activity, seeks to procure six Allison 4700SP_P (4th Generation) Factory ReTran automatic transmissions (Part Number 29572129 or current OEM superseding part) along with coordination of pickup, packaging, and transportation of six government-owned transmissions for overhaul exchange. The deliverable date is December 1, 2026. The estimated dollar value is $0.00 as shown in the document, indicating pricing information was redacted or not yet determined.

The procurement is justified under 41 U.S.C. 1903 as implemented by FAR 13.106-1(b)(1)(ii) based on brand name justification. The agency determined that only an authorized Allison Factory ReTran transmission meets NCTC's stringent requirements for electronic control unit integration, OEM-certified quality and tolerances, dynamometer load testing, warranty support, and global fleet support. The transmissions are essential for advanced Construction Mechanic "C" School training to maintain alignment with current fleet configurations and manufacturer performance standards. An unauthorized or locally rebuilt transmission lacking OEM certification would introduce unacceptable mission risk, reduce mean time between failures, and potentially cause training delays. The requirement does not qualify as an unusual and compelling urgency. No competitive sources were identified as capable of meeting the specification requirements.

FAR 13.106 1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

2. As required by FAR 13.106 3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
