About this opportunity
The Air Force Life Cycle Management Center (AFLCMC/PZIBA), on behalf of the Department of the Air Force at Wright-Patterson Air Force Base, seeks procurement of a brand-name Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) system on a firm-fixed-price basis, with proposals due September 25, 2026 at 11:00 a.m. EDT. This is a sole-source, brand-name-only acquisition; the Single Source Justification confirms that Agilent is the only vendor meeting technical requirements for seamless integration with the existing proprietary MassHunter Data Analysis Software currently in use, and that a late-submitted competing proposal was technically unacceptable due to power supply incompatibility.
Place of performance is Wright-Patterson Air Force Base, Ohio. The contractor must deliver and install the complete system within six months of contract award to the Air Force Institute of Technology (AFIT) Engineering facility, Building 640, Room 110. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); PSC code is 6630 (Chemical Analysis Instruments).
The mass spectrometer must be triple quadrupole configuration with Electrospray Ionization (ESI) and Atmospheric Pressure Chemical Ionization (APCI) modes, fixed orthogonal nebulizer, autotune capability, and mass range of 5 to 3,000 atomic mass units. All system components except printer, monitor, and computer must be manufactured by Agilent; Agilent must perform installation and servicing. The system must include MassHunter Software, a diode array detector (60 mm optical path, signal-to-noise ratio 0.6 mAU/cm or better), autosampler cooling, quaternary pump or dual binary pumps (flow rates 0.1–5 mL/min), and communicate via controller area network (CAN). All products must be domestic or qualifying country end products compliant with Buy American and Balance of Payments Program requirements. The contractor is responsible for all transportation, loading, unloading, storage, and on-site coordination, including compliance with Wright-Patterson Commercial Vehicle Delivery Gate procedures. A two-year warranty against defects in material and workmanship is required. Payment is 100 percent upon completion via Wide Area Workflow on net 30 days. Award is subject to availability of funds. Evaluation is on a Lowest Price Technically Acceptable basis.

Description
The Air Force Life Cycle Management Center (AFLCMC/PZIBA), on behalf of the Department of the Air Force at Wright-Patterson Air Force Base, intends to award a Brand Name Only, firm-fixed-price contract for an Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS).
This is a combined synopsis/solicitation for commercial products prepared in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12. This announcement constitutes the only solicitation; offers are requested, and a separate written solicitation will not be issued.
This solicitation incorporates provisions and clauses in effect through the RFO, effective 17 April 2026, and the Revolutionary Defense Federal Acquisition Regulation Supplement (RDFARS) as of the date of issuance.
The Department of the Air Force intends to award a firm-fixed-price contract for an Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) in accordance with the attached Statement of Work (SOW), dated 1 September 2026, on a Lowest Price Technically Acceptable basis. The Schedule of Supplies, place of performance, delivery information, and the full list of applicable provisions and clauses are set forth in the attached SF 1449 and solicitation. Award is subject to the availability of funds.
The requirement is for all supplies, labor, and services necessary to procure a new High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS). This is a follow-on acquisition requiring the new HPLC-MS to be fully compatible and interchangeable with the agency’s existing Agilent equipment and software. The Government’s market research indicates that Agilent products use proprietary MassHunter software for instrument control and data analysis, and no other manufacturer produces a compatible system that meets the Government’s essential need for a single, integrated platform while avoiding the cost of new training and method redevelopment.
The approved Brand Name Justification is attached to this posting.
