About this opportunity
The Air Force Life Cycle Management Center (AFLCMC/PZIBA) intends to award a sole-source, firm-fixed-price contract to Agilent Technologies, Inc. for a High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) system for the Air Force Institute of Technology at Wright-Patterson Air Force Base, with a justification response deadline of July 30, 2026.
The Air Force Institute of Technology operates an existing Agilent 1260 Infinity HPLC-MS approximately 13 years old that has become unreliable and incompatible with current operating software. The system is mission-critical for analytical chemistry work analyzing organic chemicals in water, including chemical warfare agents, pesticides, and toxic substances. Agilent is the sole source because the lab is already equipped with and trained on Agilent's proprietary Mass Hunter Software; switching manufacturers would require entirely new equipment, complete re-validation of analytical methods, extensive personnel retraining, and unacceptable mission delays and cost duplication.
The Government conducted extensive market research including a GSA Advantage review, Internet research, review of similar WPAFB procurements, subject matter expert input, and a Sources Sought notice (published June 17, 2026, responses due July 2, 2026). One late submission was received but rejected because the proposed system required 230V power incompatible with the lab's available 110V supply. The procurement is authorized under RFO 6.103-1 (only one responsible source). The Statement of Work specifies a triple quadrupole mass spectrometer with ESI and APCI modes, manufactured and assembled in the United States, with 10-year manufacturer support and a 2-year factory warranty. Delivery and installation must be completed within six months of contract award.

Intent to Sole Source
The Air Force Life Cycle Management Center (AFLCMC/PZIBA) intends to award a sole-source, firm-fixed-price contract to Agilent Technologies, Inc., located at 2850 Centerville Rd, Wilmington, Delaware, 19808. This contract is for the procurement of a High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) for the Air Force Institute of Technology at Wright-Patterson Air Force Base (WPAFB).
Extensive market research was conducted to identify potential sources. Techniques included, but were not limited to, a GSA Advantage review, Internet market research, a review of similar procurements at WPAFB, input from Subject Matter Experts (SMEs), and a Sources Sought notice. This research confirmed that Agilent Technologies, Inc. is the only source capable of meeting the Government’s minimum requirements as outlined in the Statement of Work (SOW).
The WPAFB Air Force Institute of Technology is already equipped with and trained on the proprietary Mass Hunter Software used by the HPLC-MS. Utilizing any other manufacturer's system would require the acquisition of entirely new equipment and force a complete overhaul of established laboratory protocols and research methodologies, resulting in significant operational delays and loss of historical data integrity.
Because the High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) and its corresponding software are proprietary to Agilent Technologies, Inc., they are the only source that can provide a system that is compatible with the Government's existing infrastructure and procedural framework. Agilent Technologies, Inc. does not have any authorized distributors for its equipment.
This acquisition is being conducted under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A Justification and Approval for other than full and open competition has been prepared in accordance with RFO 6.104-1, citing the proprietary nature of the required equipment and services.
Submission Instructions and Points of Contact:
Interested parties who believe they can satisfy the requirements must provide a capability statement with clear and convincing evidence of their ability to do so. The statement must demonstrate the vendor's capability to provide the HPLC-MS system that is 100% compatible with the proprietary Mass Hunter Software and meets all requirements in the Statement of Work. A simple statement of capability is not sufficient.
All responses, questions, and capability statements shall be submitted via email to the following points of contact no later than Jul 30, 2026, at 11:00 AM Eastern Time.
