About this opportunity
The Library of Congress is seeking a contractor to provide braille mailing containers through a FAR Part 13.5 public and open competition. The solicitation requires the production of two container sizes: standard containers measuring 12(W) x 13(L) x 4(H) and long containers measuring 12(W) x 19(L) x 4(H). Contractors must submit 10 pre-award samples, a technical approach limited to 30 pages, past performance references, and a pricing quote. The evaluation will be conducted using a best value, trade-off analysis approach, with factors weighted in descending order: pre-award samples, technical approach, past performance, and price. Proposals must be submitted electronically to James Robinson by April 24, 2025, at 5:00 PM Eastern Time, with all offerors required to be registered in the System for Award Management (SAM).
The solicitation is not designated for any specific set-aside category and seeks up to 2,500 containers, with approximately 80% standard size and 20% long size. The contract will be a firm-fixed-price procurement with a base period from May 1, 2025, to April 30, 2026. Contractors must provide pre-production samples, schematic drawings, and undergo quality assurance testing, with the National Library Service reserving the right to inspect samples and manufacturing processes. The containers will be delivered to three locations: Library of Congress HQ (10%), Multistate Center East (60%), and Multistate Center West (30%). Contractors must maintain an ISO 9001 certified Quality Assurance Plan, provide a 12-month warranty, and understand that all items developed under the contract will become the full property of the Library of Congress. The place of performance is within the United States, and all containers must meet specific technical requirements for durability, environmental resistance, and structural integrity.
