This document is Amendment 1 to a solicitation for Braille Mailing Containers for the National Library Service (NLS). The Library of Congress seeks a contractor to produce two types of reusable braille mailing containers: standard containers measuring 12(W) x 13(L) x 4(H) and large containers measuring 12(W) x 19(L) x 4(H). The estimated procurement is up to 2,500 containers, with approximately 80% standard size and 20% large size. The contract requires the contractor to submit pre-production samples, schematic drawings, and undergo rigorous quality assurance testing, with NLS reserving the right to inspect samples and manufacturing processes.

Key deliverables include 10 pre-production samples of each container size, contractor inspection reports, and full production lots to be delivered within 12 months. The contractor must maintain an ISO 9001 certified Quality Assurance Plan, provide a 12-month warranty, and submit to engineering change control processes. Offers are due by the date specified in the solicitation, with submissions required to include pre-award samples, a technical approach, past performance references, and a pricing quote. All items developed under the contract will become the full property of the Library of Congress.
