About this opportunity
The United States Coast Guard Aviation Logistics Center (ALC) has issued a Notice of Intent to Award a Sole Source Basic Ordering Agreement (BOA) Call for aircraft bracket procurement under solicitation number 70Z03826QJ0000122. This special notice, posted on March 6, 2026, announces the Coast Guard's intent to negotiate exclusively with Sikorsky Aircraft Corporation (Cage Code 78286), the original equipment manufacturer, for specified items under the existing BOA SPE4A1-22-G-0005. The procurement is justified under FAR 12.102(a), which permits sole source awards when items are available from only one source. The notice is unrestricted with no small business set-aside, falling under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a 1,250-employee size standard.
The Coast Guard seeks 16 units of a bracket assembly (National Stock Number 5340-01-HS1-4243, Part Number 70550-28105-041) required for routine maintenance and replacement of MH-60T helicopters due to failures, corrosion, and damage. While the notice indicates the intention to award solely to Sikorsky, all responsible sources may submit quotations to Austin.R.Ivins@uscg.mil and mrr-procurement@uscg.mil by 2:00 P.M. EDT on May 15, 2026, with the solicitation number in the subject line. The Government reserves the sole discretion to determine whether to compete the procurement based on responses received. Delivery is requested within 200 days after receipt of order, with early shipments encouraged at no additional cost, and inspection and acceptance will be performed at origin by the Defense Contract Management Agency (DCMA). Award will be made upon determination of fair and reasonable pricing using multiple price determination methods including market research and comparison with previous purchase prices.
