About this opportunity

The U.S. Army Corps of Engineers Sacramento District seeks qualified laboratories to provide regional quality assurance testing services across five operational regions spanning Utah, Nevada, and California, with proposals due August 25, 2026 at 11:00 AM PDT. The procurement is set aside 100 percent for Women-Owned Small Businesses and will establish a multiple-award Master Blanket Purchase Agreement with a five-year ordering period and an aggregate ceiling of up to $6 million across all five regions.

Place of performance is Sacramento, California. The five operational regions are Utah Region, Nevada Region, Northern California Region, California Bay Area & Stockton-Modesto Region, and Central Coast & Southern Valley Region. Offerors may propose services for one or multiple regions based on laboratory locations and capabilities. The Government intends to award at least two BPAs per region with established price lists.

All testing must comply with ER 1110-1-261 and ER 1110-1-8100, and support materials and water quality testing for civil, military, and Veterans Affairs construction sites. BPA Holders must maintain AASHTO Certification and USACE Materials Testing Center validation for all required test methods, except Structural Steel field testing which requires International Code Council certification. Test scope includes soil and aggregate, cutoff wall material, riprap, concrete, asphalt and asphalt mixtures, masonry, rock bolt, and structural steel testing using specified ASTM standards or equivalent methodologies. Pricing is firm-fixed unit price with all labor, materials, vehicle costs, sampling, and incidental equipment included; annual escalation is permitted if determined fair and reasonable. Individual orders will range from $2,500 to $350,000. The NAICS code is 541380, Testing Laboratories and Services; PSC is H399. Source selection uses Lowest Price Technically Acceptable with evaluation based on AASHTO Accreditation proof and price. Amendment 01, issued August 12, extended the proposal due date from August 17 to August 25, 2026.

Update #2 · Latest ·

Update: 8/12/25: Amendment 01 - Proposal Due date is extended to 25 August 2026 at 11:00AM PDT.

The U.S. Army Corps of Engineers (USACE) Sacramento District (SPK) is seeking qualified laboratories to provide critical Regional Quality Assurance (QA) Testing across its extensive Area of Responsibility (AOR). This effort will directly support materials and water quality testing for a wide range of civil, military, and Veteran’s Affairs construction sites.

To effectively manage testing demands across this vast geographic footprint, the Government intends to establish a multiple-award Master Blanket Purchase Agreement (BPA) with a five-year ordering period.

Operational Regions and Scope
Because SPK’s AOR covers diverse geographic and logistical landscapes, the scope of work is divided into five distinct operational regions: the Utah Region, Nevada Region, Northern California Region, California Bay Area & Stockton-Modesto Region, and the Central Coast & Southern Valley Region. Please refer to the attached Map of the Area of Responsibility for the precise boundaries of each sector.

To ensure adequate coverage and rapid response times, SPK intends to establish at least two BPAs per region, each with established price lists. Offerors may propose services for one or multiple regions based on their laboratory locations and capabilities.

Regulatory Compliance and Technical Requirements
Reliable, validated data is essential to the USACE mission. All testing, investigations, and analytical services performed under this BPA must strictly adhere to the technical specifications outlined in the attached Performance Work Statement (PWS) and comply with the following core regulations:

  • ER 1110-1-261: Governs the responsibilities and standard procedures for testing performed by and for USACE district offices.

  • ER 1110-1-8100: Establishes the policies for laboratories performing materials testing (including aggregate, bituminous materials, concrete, rock, soil, and other construction materials). Critically, this regulation designates the Materials Testing Center (MTC) as the validation authority. Maintaining active MTC inspection and validation is a mandatory requirement for any laboratory executing task orders under this BPA.
