About this opportunity
Army Contracting Command seeks bottled water supply to support U.S. Government missions in the Republic of Panama under a Blanket Purchase Agreement, with proposals due May 22, 2026. This is a women-owned small business set-aside.
Place of performance is Panama. The contractor must be an approved and accredited potable water supplier by the U.S. Army Veterinary Command at contract award and maintain that approval throughout the performance period; failure to meet Army Veterinary Command potable water standards results in immediate termination for cause. Required products span seven contract line items: 550 ml bottled water in cases of 24; 1-liter in cases of 12; 1.5-liter in cases of 6; 1-gallon in cases of 4; 5-gallon jugs sold individually; empty 5-gallon containers; and transportation to any location within Panama. Smaller containers (550 ml through 1-gallon) require a minimum 180-day expiration date after delivery, individual sealing with stamped bottling and expiration dates, and palletized, shrink-wrapped delivery. Five-gallon jugs require a minimum 30-day expiration date and sealed caps with stamped dates. All water must meet U.S. Army Veterinary Command potable water standards.
The BPA has a tentative performance period from June 1, 2026 to May 31, 2031, with a total master dollar limit of $2 million. Individual calls cannot exceed the Simplified Acquisition Threshold. Evaluation uses best-value with four ranked factors: price (fairness and reasonableness); technical factor (passes of inspections by Preventive Medicine/Veterinary Food Services, with Aquaviva currently approved); past performance (minimum one to three references for commercial bottled water experience in Central America); and local presence (prime contractors must maintain an operational office in Central America or the United States, with automatic exclusion if absent). NAICS code 312112, Bottled Water Manufacturing; PSC code 8960, Beverages, Nonalcoholic.
