This document is a Terms and Conditions attachment for a Blanket Purchase Agreement (BPA) for the provision of Bottled Water Aquaviva in the Republic of Panama. The BPA is a simplified monthly charge account arrangement with a tentative performance period from June 1, 2026 to May 31, 2031, with a total master BPA dollar limit of $2,000,000.00. Individual calls under the BPA cannot exceed the Simplified Acquisition Threshold (SAT), and the Government's obligation is limited only to authorized purchases actually made and delivered.

The BPA holder must maintain an active System for Award Management (SAM) registration and establish a yearly price list that includes all items to be covered under the agreement, with updates required for any price changes or new items. All deliveries must be accompanied by delivery tickets containing supplier name, BPA number, purchase date and number, itemized supplies with quantities and unit prices, and delivery date. Invoicing occurs monthly or upon BPA call expiration through the Procurement Integrated Enterprise Environment (PIEE), supported by receipted delivery tickets. Payment is anticipated net 30 days after invoice receipt and acceptance by the Paying Office via Wide Area Workflow (WAWF). The agreement may be terminated by either party upon 30 days written notice.
