The following questions have been received by the contracting office and are answered as follows:
Question 1: Please confirm that only the listed production plants are accepted or if other plants meeting or exceeding the VETCOM standards will be considered. Referencing the requirement as stated in the Addendum to 52.212-1, page 3:

The Production Plant must be an approved source by the US Army Public Health Command and must be listed as such on the following website: https://phc.amedd.army.mil/topics/foodwater/ca/Pages/DoDApprovedFoodSources.aspx

Answer 1: Defense Logistics Agency Directive (DLAD) Part 52 mandates "All establishments and distributors furnishing subsistence items under DLA contracts are subject to sanitation approval and surveillance as deemed appropriate by the Military Medical Service." Public Health Command is the appropriate Military Medical Service. In accordance with AR 40-657, PHC, only recognizes six federal approved source directories, none of which are for bottled water. All bottled water facilities must be inspected by PHC to be considered approved. It is not acceptable to use any other certification in lieu of. Only those sources listed on the US Army Public Health Command website are authorized for this requirement.

Since the contract resulting from this solicitation will have FOB Destination requirements, it will be the contract awardee's responsibility to coordinate delivery information, to include acceptability of driver nationality for each military installation.
