ADDENDUM TO FAR 52.212-2 EVALUATION - COMMERCIAL ITEMS (OCT 2014)

1. CONTRACT AWARD

a. The US Government intends to award one Indefinite Delivery Purchase Order (IDPO) for the acquisition of carbonated and non-carbonated bottled water to be delivered to U.S. Forces stationed within the boundaries of Germany and Italy. Award will be made to the responsible offeror with a quote that has the lowest average unit price, is technically acceptable, conforms to and takes no exceptions to the Request for Quotation (RFQ). The products shall be furnished in accordance with the Technical Specifications outlined in Attachment 1 & Attachment 3 and delivered FOB Destination to the locations in Attachment 2.

b. Lowest Price Technically Acceptable procedures with no exception to the RFQ will be used as the evaluation method in this procurement.

2. EVALUATION FACTORS

The Government will evaluate quotes for acceptability, but will not rank the quotes by the non-price factors. The following evaluation factors will be used to evaluate each quote.

Factor 1: Price Factor 2: Technical

Subfactor 1: Approved Production Plant Subfactor 2: Active SAM Registration

Factor 1 - Price:

This acquisition is conducted with the expectation of adequate price competition and will rely on the processes and procedures described under FAR 15.404-1(b) as the primary means of assessing proposal reasonableness. Offeror's quoted prices will be evaluated for award purposes based upon the lowest average unit price. The lowest average unit price will be developed by first converting each offeror's quoted unit prices to a common currency for evaluation purposes only, using the Oanda website (https://www.oanda.com/currency/converter/), utilizing the exchange rate on the date evaluations occur.

Once converted, the average unit price will be calculated for each offeror. The average unit price is calculated by adding the proposed unit prices for each item in each ordering period and dividing that sum by 18.

The example below illustrates how the average unit price will be developed for each offeror:

Item Description

Unit Price Per Bottle Ordering Period 1

(2018-2019)

Unit Price Per Bottle Ordering Period 2

(2019-2020)

Unit Price Per Bottle Ordering Period 3

(2020-2021) Bottled Water 0.5 liter, non-carbonated (for delivery within Germany only)

$0.20

$0.21

$0.22

Bottled Water 1.5 liter, $0.25

$0.26

$0.27

Bottled Water 0.5 liter, carbonated carbonated

Bottled Water 0.5 liter, (for delivery within Italy only)

(for delivery within Italy only)

Unit Price Total: $1.35 $1.41 $1.47 Sum of All Unit Prices: $4.23

Sum of All Unit Prices divided by the total number of prices:

$4.23 ÷ 18 =

Average Unit Price: $0.235 rounded up to $0.24

Upon completion of the calculation of the average unit price, offeror’s prices will be evaluated for reasonableness. The Government reserves the right to discuss any unrealistic pricing in accordance with

FAR 15.404-1.

This acquisition is conducted with the expectation of adequate price competition and will rely on the processes and procedures described under FAR 15.404-1(b) as the primary means of assessing proposal reasonableness.

Factor 2 – Technical:

The Government shall evaluate the Technical Factor on an Acceptable or Unacceptable basis, assigning one of the ratings described below for each subfactor. Any subfactor evaluated as “Unacceptable” will render the entire quote unacceptable and, therefore, unawardable. Only those quotes determined to be technically acceptable, either initially or as a result of discussions, will be considered for award.

However, the offeror is reminded that the Government reserves the right to award this effort based on the initial quote, as received, without discussion. Below is a description of the technical ratings:

Rating Description Acceptable Quote clearly meets the requirements of the RFQ.

Unacceptable Quote does not clearly meet the requirements of the RFQ.

Subfactor 1 - Approved Production Plant:

To receive an Acceptable rating for this factor, the offeror’s proposed production plant utilized to supply the products for this contract shall approved by the US Army Public Health Command and shall be listed as such on the following website at the time of evaluations:

https://phc.amedd.army.mil/topics/foodwater/ca/Pages/DoDApprovedFoodSources.aspx

Subfactor 2 - Active SAM Registration:

To receive an Acceptable rating for this factor, the offeror shall have an active SAM Registration with no active exclusions at the time of evaluations. The Government will verify this requirement by looking up the offeror's Cage Code on the System for Award Management (SAM) website: https://www.sam.gov
