About this opportunity
The Department of the Army Corps of Engineers Engineering District Savannah is conducting market research through a Sources Sought Notice to identify qualified vendors for a potential Blanket Purchase Agreement (BPA) for bottled water delivery and optional filtration system installation services. The government seeks to address potential PFAS contamination affecting residential properties in multiple North Carolina areas including Fayetteville, Spring Lake, Vass, and portions of Cumberland and Moore Counties. Contractors must be capable of delivering approximately 6 gallons of certified bottled water per residence weekly, with water meeting EPA Maximum Contaminant Levels for PFAS, and must demonstrate the ability to scale services from 19 to 170 residences while adding new locations within 72 hours of notification. This is a sources sought notice for market research purposes only and does not constitute a formal solicitation; therefore, no contract will be awarded from this announcement, and respondents bear all costs associated with their responses. The response deadline is December 31, 2025, providing interested vendors with a nine-day window to submit information regarding their capabilities and qualifications.
This opportunity is designated as a Total Small Business set-aside, restricting competition to small business entities as defined by the Small Business Administration. The anticipated period of performance spans one base year plus four option years, with funding provided annually as severable services across multiple CLINs, with each residential property receiving its own CLIN designation. The procurement affects up to 170 residential parcels requiring weekly bottled water delivery, with the initial scale potentially beginning at 19 residences. While specific award values or budget ranges are not detailed in this pre-solicitation notice, the multi-year contract structure and potential scope of 170 parcels indicate a substantial procurement opportunity. Vendors should prepare detailed information on their distribution capabilities, PFAS compliance certifications, logistics infrastructure, and experience with residential delivery operations to position themselves for the anticipated BPA solicitation that will follow this market research phase.
