The Department of Defense, United States Air Force, Air Combat Command (ACC), Acquisition Management Integration Center (AMIC), on the behalf of the United States Southern Command (USSOUTHCOM), intends to procure a brand name requirement for 32' and 37' Boston Whaler Justice boats, spares kits and accessories, as well as recurring original equipment manufacturer (OEM) certified maintenance and training support services.
This follow-on contract will predominantly provide support in USSOUTHCOM Area of Responsibility (AOR) (which includes Central America, South America and the Caribbean nations). Additionally, this contract may also be used by other combatant commands, outside the SOUTHCOM AOR, to fulfill similar requirements for 32' and 37' Boston Whaler Justice boats and related equipment support for other federal agencies, Partner Nation (PN), and state and local authorities with CN missions and authorities similar to USSOUTHCOM.
The 32' and 37' Boston Whaler Justice boats are the standard marine vessels currently employed by all partner nations. This effort is to procure a brand name item and no other supplies or services will provide satisfactory or cost efficient substitution. The acquisition will be conducted under the authority of FAR 6.302-1(c). The justification and approval was approved on 4 April 2016 for this brand name requirement.
Contract Type. The proposed contract will be a Single Award (SA) indefinite delivery indefinite quantity (ID/IQ) with a combination of Firm Fixed Price (FFP) and Cost Reimbursable (CR) contract line items (CLINs).
Periods of Performance / Ordering Periods. The ordering period for the SA ID/IQ contract is five years in length. The proposed contract will include five, one-year ordering periods. The anticipated period of performance is 1 August 2016 to 31 July 2021.
Place of Performance. Performance under this contract will be outside of the contiguous United States (OCONUS).
The NAICS for this acquisition is 336612, Boat Building, with size standard of 500 employees.
In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in the SAM database by accessing the Internet at http://www.sam.gov. This procurement is subject to the availability of funds.

In accordance with AFFARS 5352.215-9001, NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE (MAY 1996)
A pre-proposal teleconference will be conducted on Monday, 13 June 2016 from 10:00 am - 10:50 am EST for the purpose of answering questions regarding this solicitation.
Offerors are requested to electronically submit the name of the company, names and position of all participants, and questions to veronica.johnson.5@us.af.mil not later than Thursday, 10 June 2016, 2 p.m. EST. The dial-in information will be provided in response to the Offeror's request. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
