About this opportunity
The U.S. Army Corps of Engineers Portland District is conducting market research through this Sources Sought notice regarding the replacement of the Bonneville Old Navigation Lock (NL1) Swing Bridge, located 145 river miles from the Columbia River mouth near Cascade Locks, Oregon. The procurement involves construction of a new single-span steel girder bridge with a concrete deck to replace the existing 1935-era swing bridge, classified under NAICS 237310 (Highway, Street, and Bridge Construction). Critical qualifications include AISC Certified Bridge Fabricator and Erector certifications, expertise in steel bridge erection over water, lead and asbestos removal capabilities, crane operations near high voltage power lines, and ability to maintain continuous public vehicular access during phased construction. The government will award one Firm Fixed-Price contract through an Invitation for Bid selection process, with evaluation based on the competitive bidding process. Responses to this Sources Sought notice are due by March 19, 2026, at 3:00 p.m. PDT and must be limited to six pages; the agency anticipates advertising the formal solicitation in July 2026 with contract award targeted for September 2026.
This procurement carries no set-aside designations, though the government actively seeks maximum small business participation at both prime and subcontracting levels, including 8(a) firms, HUBZone, WOSB/EDWOSB, SDVOSB, and VOSB firms. The estimated construction cost ranges from $10,000,000 to $25,000,000, with construction scheduled to occur between October 2026 and October 2028. The new bridge will be 34 feet 4 inches wide and will include two 11-foot travel lanes, two 2-foot shoulders, a 5-foot sidewalk, four built-up steel plate girders, and foundations consisting of a concrete stub abutment with spread footing at the north end and a drilled shaft-supported concrete abutment at the south end. Prior to award, all interested firms must obtain CMMC Level 2 certification and maintain current registration in the System for Award Management (SAM). No incumbent contractor is identified in this market research notice.

The Bonneville Old Navigation Lock (NL1) Swing Bridge is located at Bonneville Lock and Dam, which is 145 river miles from the Mouth of the Columbia River and approximately 40 miles east of Portland, OR, near Cascade Locks, OR and North Bonneville, WA. The Navlock 1 Swing Bridge was constructed in 1935 as a rail bridge to carry heavy transformers and was modified in 1950. For a myriad of reasons, including seismic and operational inadequacy of the original bridge, USACE Portland District developed design documents to replace the existing bridge with a new fixed bridge on a new alignment and to provide for partial demolition of the existing bridge. See the attachment for more details.
