About this file
This is a Sources Sought notice issued by the U.S. Army Corps of Engineers (USACE) Portland District for market research regarding the Bonneville Old Navigation Lock (NL1) Swing Bridge replacement project. The project involves constructing a new single-span steel girder bridge with a concrete deck to replace an existing 1935-era swing bridge located 145 river miles from the Columbia River mouth near Cascade Locks, Oregon. The new bridge will be 34'4½" wide with two 11'0" travel lanes, two 2'0" shoulders, a 5'0" sidewalk, and four built-up steel plate girders. The bridge will include a concrete stub abutment with spread footing at the north end and a concrete abutment supported by drilled shafts at the south end.
USACE anticipates advertising the solicitation in July 2026 and awarding the contract in September 2026, with construction scheduled between October 2026 and October 2028. The estimated construction cost ranges from $10,000,000 to $25,000,000, and the agency contemplates awarding one Firm Fixed-Price contract through an Invitation for Bid selection process. The North American Industrial Classification Code is 237310 (Construction of Highways, Roads, Streets, Bridges, and Railways) with a $45 million size standard. Responses are due by 19 March 2026 at 3:00 pm PDT and are limited to six pages. Critical project requirements include AISC Certified Bridge Fabricator and Erector certifications, steel bridge erection over water, lead and asbestos removal, crane operations near high voltage power lines, and phased construction to maintain continuous public vehicular access. The government seeks responses from all business sizes, including small businesses, 8(a) firms, HUBZone, WOSB/EDWOSB, SDVOSB, and VOSB firms, with maximum small business participation sought at prime and subcontracting levels. CMMC Level 2 certification is required prior to award, and all interested firms must be registered in the System for Award Management (SAM).

Small Business (VOSB). All interested parties are highly encouraged to respond.
The North American Industrial Classification Code (NAICS) for this requirement is: 237310, Construction of Highways, Roads, Streets, Bridges, and Railways. The related size standard is: $45.0 million.
Formal Sources Sought Response Due – 19 March 2026 at 3:00 pm PDT.
2. Project Details and Background.
The Bonneville Old Navigation Lock (NL1) Swing Bridge is located at Bonneville Lock and Dam, which is 145 river miles from the Mouth of the Columbia River and approximately 40 miles east of Portland, OR, near Cascade Locks, OR and North Bonneville, WA. The Navlock 1 Swing Bridge was constructed in 1935 as a rail bridge to carry heavy transformers and was modified in 1950. For a myriad of reasons, including seismic and operational inadequacy of the original bridge, USACE Portland District developed design documents to replace the existing bridge with a new fixed bridge on a new alignment and to provide for partial demolition of the existing bridge.
3. Project Scope.
The new fixed bridge will be a single-span steel girder bridge with a concrete deck. The bridge width will be 34’4½” out-to-out, with two 11’0” travel lanes, two 2’0” shoulders, a 5’0” sidewalk, and the superstructure will consist of four (4) built-up steel plate girders. The replacement bridge alignment is located immediately downstream of the existing bridge and, at its northern terminus, will fit entirely between the existing bridge and the Bonneville Power Administration transmission tower which is located to the south. Approach roadways will also be constructed to tie into the existing roadway alignment. The new fixed bridge will be located over the existing navigation channel and will provide an under clearance that is larger than is currently present under the existing bridge. The north abutment will be a concrete stub abutment with spread footing anchored into rock. The south abutment will be a concrete abutment that is supported by drilled shafts. To mitigate seismic hazards, portions of the existing bridge will be removed as part of the bridge construction requirement. The existing bridge provides for critical vehicular access to the Bonneville project that must remain open for the entirety of the construction project. This will likely require the contractor to construct the project in phases. In addition, lead and asbestos removal will be required as part of this requirement. Working within environmental and seasonal restrictions and barge crane lifting will be required in close proximity to a high voltage power line will also be necessary during performance of the required work.
Anticipated Construction Schedule: USACE Portland District intends to advertise in July 2026 and award in September 2026. The construction work is expected to be carried out between October 2026 and
October 2028.
Estimated Construction Cost (ECC): The current ECC is between $10,000,000.00 and $25,000,000.00.
Number and Type of Contracts: NWP contemplates awarding one (1), Firm Fixed-Price contract. The acquisition strategy decision has not yet been determined. Maximum Small business participation is being sought at both the Prime and subcontracting levels.
Anticipated Source Selection Process: The expected method to determine the best value to the government is Invitation for Bid.
Cybersecurity Maturity Model Certification (CMMC) level: The CMMC level anticipated for this requirement is CMMC Level 2 (Self). This CMMC level, or higher (see 32 CFR part 170), will be required prior to award and maintained for the duration of the contract for each contractor information system that will process, store, or transmit Federal contract information (FCI) or controlled unclassified information (CUI) during performance of the contract.
Project Specific Constraints and Challenges.
(1) Bridge must be fabricated by an AISC Certified Bridge Fabricator - Intermediate (IBR) and
Advanced (ABR), in accordance with AISC 207. Submission of AISC Bridge Fabricator quality certification will be required.
(2) Bridge must be erected by an AISC Structural Steel Certified Erector, in accordance with AISC
207. Submission of AISC Bridge Erector quality certification will be required.
