About this opportunity
The Department of Homeland Security Customs and Border Protection is conducting market research on body-worn cameras, vehicle-mounted and vessel-mounted cameras, digital evidence management software licenses, cloud storage, and supporting technologies to support operational needs across DHS components, with responses due by 5:00 p.m. ET on May 13, 2026.
This is an RFI for information and planning purposes only and does not constitute a commitment to contract. Vendors must submit responses to idvrs@cbp.dhs.gov in four separate attachments: a Word document with Section A vendor demographics and past performance; a Word document with Section B responses (maximum one page per question, 10-point font minimum); a Word document with Section C feedback on the draft Statement of Work; and a zip file with supporting documentation. Section A requires annual revenue broken by product component and at least one past performance example from Federal, state, local, tribal, or territorial government. The RFI includes a pricing table requiring cost estimates for 500, 5,000, 10,000, 20,000, and 50,000 unit quantities for body-worn cameras, charging stations, vehicle and vessel-mounted cameras, four digital evidence management software licensing tiers, and separate estimates for unlimited and per-terabyte cloud storage plus data transition services.
The draft Statement of Work specifies body-worn cameras with dimensions not exceeding 3" x 2" x 4", weight under 8 ounces, IP67 water resistance, minimum 720p resolution with 120-degree field of view, 10-hour battery life, and 30 seconds to 2 minutes of pre-event buffering. The digital evidence management system must be cloud-based with FedRAMP authorization at the moderate level or higher, supporting transcription, redaction, and case folder grouping. Data security mandates encryption at FIPS 140-3 Level 2 or 3 (not Level 4), AES-256 minimum, and data centers exclusively in the contiguous United States. The vendor must operate a 24/7/365 Security Operations Center in CONUS and provide 24/7/365 help desk support with delivery within six weeks of task order award. The government estimates 200 to 850 terabytes of data will require transfer.
