About this file

This is a Questions and Answers document for the IDVRS (Intelligent Data Virtualization and Replication System) May 2026 Request for Information. The document addresses three key technical requirements clarifications regarding encryption and data transfer specifications.

The government requires industry standard NIST-approved FIPS 140-3 at levels 2 or 3, explicitly rejecting both NSA-controlled COMSEC equipment and FIPS 140-3 Level 4 modules. Regarding data transfer scope, the government estimates that 200 terabytes to 850 terabytes of data will require transfer, with the final volume dependent on various factors including the date of transfer.
