DHS is conducting market research to assess industry capabilities for body-worn cameras (BWCs), vehicle-mounted cameras, vessel-mounted cameras, digital evidence management software (DEMS) licenses, cloud storage, and supporting technologies to meet operational needs across various DHS components. This RFI is for information and planning purposes only and does not constitute a commitment to contract or promise to issue a future RFP or RFQ. All response costs are the responsibility of interested vendors, and DHS will not pay for information or administrative expenses. Responses become government property upon submission and will not be returned.

Vendors must submit responses by 5:00 pm ET on Wednesday, May 13, 2026, to idvrs@cbp.dhs.gov with four separate attachments: a Word document with Section A vendor demographics and past performance examples (no page limit); a Word document with Section B responses (maximum one page per question, minimum 10-point font); a Word document with Section C feedback on the draft Statement of Work; and a zip file with supporting attachments. Responses must be structured in three sections: Section A requires vendor demographics, primary point of contact information, annual revenue broken by product component, and at least one past performance example from Federal, state, local, tribal, or territorial government (up to three examples allowed); Section B contains 32 questions addressing BWC specifications, vehicle and vessel-mounted camera technical specifications and installation processes, DEMS capabilities including real-time streaming, analytics, and transcription, mobile applications, interoperability requirements, data transition procedures, delivery timeframes for quantities up to 10,000 units, supply chain transparency, warranty options, personnel support services, pricing for various licensing tiers, cloud storage options, cybersecurity and FedRAMP authorization status, and wireless device security protocols; Section C requests feedback on the draft SOW with questions and suggestions preferred over new requirements. Questions for the government may be submitted by 5:00 pm ET on Wednesday, May 6, 2026, with government responses provided by 5:00 pm ET on Friday, May 8, 2026. The RFI includes a pricing table requiring cost estimates for 500, 5,000, 10,000, 20,000, and 50,000 unit quantities for BWCs, charging stations, vehicle and vessel-mounted cameras, and four DEMS licensing tiers, plus separate estimates for unlimited and per-terabyte storage and data transition services. Submitted information will be held in strict confidentiality by cleared DHS personnel with a need-to-know, and information marked as "Client Proprietary" will be secured accordingly.

Body-Worn Cameras and Associated Hardware and Software Synopsis: Department of Homeland Security (DHS) is conducting market research to assess industry capabilities.

This is a request for information (RFI) only, released pursuant to RFO 15.101(c). This RFI is solely for information, planning purposes, and market research; it does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or a promise to issue an RFP or RFQ. This RFI does not commit the Government to contract for any supply or service.

Respondents are advised that the government will not pay for any information or administrative costs incurred in response to this RFI. All costs will be solely at the interested party's expense.

Not responding to this RFI does not preclude participation in any future RFP or RFQ. If DHS does release a solicitation, it will be posted on the SAM.gov website. DHS advises interested parties to monitor this website for any updates or information related to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All responses become the property of the Government upon submission and will not be returned to vendors.

All submitted information will be held in close confidentiality by cleared DHS personnel only with a need to know. Information marked as “Client Proprietary” will be secured as such. DHS may share the findings of this research with other DHS components as appropriate.

Purpose: This RFI seeks to obtain information regarding the current status of industry capabilities related to body-worn cameras (BWC) and their supporting technologies, vehicle-mounted cameras / vessel-mounted cameras, digital evidence management software (DEMS) licenses, cloud storage, and additional technologies to support the operational needs of various DHS components.

Questions from the Government Respond to the following topics and questions from DHS regarding the vendor’s capabilities.

All questions are optional. However, for a vendor’s response in Section B to be considered, DHS requires that vendors submit at least one past performance qualification in Federal, state, local, tribal, or territorial government in both parts of Section A. In addition, for a vendor’s response in Section C to be considered, DHS requires that vendors respond to all questions in Section B. Vendors should assume that DHS may contact the customers listed to inquire about the vendor’s performance and to validate the information provided.

Page limits: There is no page limit for responses in Section A. Responses to questions in Section B must be limited to no more than one page per question (e.g., maximum of one page response to #1, maximum of one page for #2, etc.). Responses to the feedback requested in Section C must be limited to no more than one page.

Section A Instructions:

• Vendors must complete both parts of Section A for the government to consider their responses to Section B.

• There is no page limit for responses in Section A.
