About this opportunity
The Department of the Air Force Pacific Air Forces is procuring Bobcat Toolcat UW56 utility work machines through a brand name requirement solicitation, meaning only the specified Bobcat model will satisfy the government's needs. The procurement seeks three distinct variants of Toolcats with shared specifications including minimum 60 horsepower engines, four-wheel drive, all-wheel steering, 2,000 lb cargo box capacity, 1,500 lb lift arm capacity, and cold weather capabilities designed for snow removal and multi-purpose utility work. Contractors must comply with detailed salient characteristics documents and complete the price schedule found on page 3 of the Combined Synopsis-Solicitation attachment. The government will evaluate offers based on two primary factors: price and technical acceptability in accordance with the required salient characteristics. Questions regarding the solicitation are due by 2:00 PM ADT on September 15, 2025, with quotes due via email to specified Air Force contacts by 2:00 PM ADT on September 18, 2025.
This opportunity is designated as a Total Small Business set-aside, restricting participation to qualified small business entities registered in the System for Award Management (SAM). The solicitation does not identify any incumbent contractors or specific award values, though it requires completion of a detailed pricing schedule for evaluation purposes. The procurement involves three Toolcat variants with specific capabilities: one focused on snow removal with 4,200 lb load capacity and 96" snowblade attachment, and two multi-use models capable of operating over 45 different attachments for various applications including snowplowing, material handling, and general utility work. Performance will take place in Anchorage, Alaska, reflecting the cold weather operational requirements emphasized throughout the technical specifications. All contractors must maintain current SAM registration and comply with extensive federal acquisition regulations and Department of Air Force-specific clauses covering environmental standards, security requirements, and contractor access to Air Force installations.
