About this opportunity
The Transportation Security Administration (TSA) within the Department of Homeland Security has published a Justification and Approval for sole-source procurement of Boarding Pass Scanner (BPS) systems and associated quarterly firmware updates from DESKO GmbH under FAR 6.302-1 authority. The TSA determined that DESKO is the only responsible vendor capable of meeting the specific functional and technical requirements outlined in the Functional Requirements Document, a conclusion supported by market research including a Request for Information and prior competitive procurement attempts in 2013 and 2015 where other vendors failed to meet the established standards. The contract, designated 70T04025C7672N0004, is structured as a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base period of 12 months and two optional 12-month periods, covering the provision and support of over 2,000 existing BPS units deployed across U.S. airports for passenger screening at security checkpoints. While the specific contract value is redacted in the published justification, the procurement will be funded through 2025 Aviation Funds and includes two-year commercial warranties on new units. The award was made on September 30, 2025, and the solicitation number is 70T04025D7672N003.
