About this opportunity

The National Park Service Southeast Region seeks maintenance services for the Pisgah Wastewater Treatment Plant within Blue Ridge Parkway, North Carolina, with proposals due September 4, 2026 at 12:00 p.m. ET. This is a total small business set-aside; bidders must maintain small business designation in SAM.gov or face proposal rejection.

Place of performance is Mt. Pisgah Picnic Area, Mile Post 407.8, Blue Ridge Parkway, North Carolina. The contract is firm fixed price construction with a period of performance from September 28, 2026 through April 28, 2027 (approximately 210 calendar days). Work must commence within 10 calendar days of notice to proceed.

Scope includes three primary bid items: protective coatings rehabilitation on nine open-air steel wastewater treatment basins and associated piping (coating systems must meet VOC limits of 2.8 lbs/gallon maximum with 10+ years' contractor experience required); new shade structures covering up to 500 square feet over open water basins, meeting local wind and snow load requirements; and optional replacement of pump and motor controllers including soft starters or variable frequency drives on eight aeration blower motors. Contractors must maintain at least one full treatment train operational at all times, restrict work to 7:30 a.m.–5:30 p.m., comply with parkway vehicle weight limits, and coordinate with NPS staff. Work is subject to parkway closure from December 1 to March 1 and facility seasonal operation April through November.

The contractor must provide all labor, parts, tools, equipment, supervision, and incidentals per the Statement of Work. The site superintendent must be a prime contractor employee. Proposals must follow RS Means Master Format with costs broken down by Division 1–50, including separate line items for overhead and profit. A mandatory site visit occurred July 14, 2026; additional visits were scheduled July 21 and 28, 2026. A bid guarantee of 20 percent of bid total is required with proposal submission. Performance and payment bonds at 100 percent of total contract amounts are required upon award.

Required insurance includes workers' compensation ($1,000,000 minimum), general liability ($500,000/$1,000,000), and property damage coverage ($2,000,000), naming the United States and National Park Service as insured parties. Evaluation weighs technical approach (Factor A), past performance and experience (Factor B), and cost reasonableness (Factor C), with non-cost factors weighted as significantly more important than cost. Contractors must submit SF-1442 forms, technical proposals not exceeding 20 pages, capabilities and experience documentation, subcontractor information, past performance questionnaires with three relevant references from the past five years, and detailed cost proposals. NAICS is 237110, Water and Sewer Line and Related Structures Construction; PSC is Z2ND. Contracting Officer is Marilia Mateo (Marilia_Mateo@ios.doi.gov, 470-819-0933); Contracting Officer Representative is Brenna White (Brenna_white@nps.gov, 828-348-3478).
