About this file

This is a Project Specifications document for preform maintenance on the Mt. Pisgah Wastewater Treatment Plant located within the Blue Ridge Parkway in North Carolina. The project is managed by the National Park Service and identified as BLRI PMIS No. 322906, with specifications dated January 2026. The work consists of three primary components: protective coatings rehabilitation for metal structures and piping, installation of new shade structures over open water basins, and replacement of pump and motor controllers to improve efficiency and reliability.

The coating system work (Bid Item No. 1) requires cleaning, repairing, and recoating nine open-air steel wastewater treatment basins and associated piping with chemical-resistant materials. Basin dimensions range from 6' x 10' x 10' to 22' x 15' x 10', with existing coatings partially failed and blistering over 10-20% of surfaces. Full abrasive blast preparation (SSPC/NACE/AMPP) is permitted. The new shade structure work (Bid Item No. 2) involves installing up to 500 square feet of shade structures, similar to existing structures over the UV system and blower motors, with structures required to meet local wind and snow load requirements. Optional bid items include replacing the existing Equalization basin panel box and controls (Bid Item No. 3) and installing Soft Starters/VFDs for eight aeration blower motors (Bid Item No. 4). Critical operational constraints include maintaining at least one full treatment train operational at all times, restricting work to 7:30 AM to 5:30 PM, complying with parkway vehicle weight limits, and coordinating with NPS staff. The contractor must schedule work considering the parkway closure from December 1 to March 1 and the facility's seasonal operation from April through November.

SUMMARY OF WORK

SECTION 01110

SUMMARY OF WOK

PART 1 GENERAL

1.1 DESCRIPTION

A. Preform critical rehabilitation to the existing Mt. Pisgah Wastewater Treatment Plant, constructed in 2010 to process up to 32,000 gallons per day. The caustic nature of a waste water treatment plant requires the proactive cleaning, repairing, and resurfacing of plant surfaces to ensure the plant meets operational needs. This plant services the largest Parkway concessionaire hotel and restaurant plus the Parkways most frequented campground, Mt.

Pisgah Campground, and is in service from April through November. The work of this contract consists of three parts:

Protective Coatings: The protective coatings of the metal structures have begun to fail, resulting in fading and rust/corrosion, potentially weakening the holding basins if left unchecked. All wastewater basins and piping will be cleaned, prepped and removed of existing coating, and re-coated with original chemical resistant materials. Needed repairs and application of protective coatings to these basins and metal structures will restore the original construction to like new condition and will insure long-term structural integrity.

Shade Structure: Shade structures similar to those already over the UV system and blower motors, will be added over the open water basins (affixed onto the existing structures) which will improve the plants process by helping to control UV exposure and temperature.

Electrical: Additionally, the pump and motor controllers will be replaced to keep up with failing components and to increase efficiency and reliability of the plant.

B. All work will be performed under a single contract.

C. With NPS input, the project will include a schedule / time-line for performing work items, including:

1. A plan for keeping portions of the facility operational at all times;

2. Pre-treatment needs (i.e., evacuation and hose-down various basins)

3. Surface preparation;

4. Order of applications/repairs if multiple treatments are required; and,

5. Wait time required before facilities can be put back into operation.

1 .2 LOCATION

A. The project is within the Blue Ridge Parkway at the Mount Pisgah visitors area. The site is approximately 12 miles south of the intersection of the parkway with US 74A in Asheville, North Carolina. Site access is from the parking lot for the Mount Pisgah picnic area and is approximately a third of a mile to the fenced treatment facility site.

1 .3 CONTRACTOR'S USE OF PREMISES

A. Construction Camp: Establishment of a camp within the park will not be permitted.

B. The fenced site where the existing wastewater treatment facilities are located will be closed to the public during construction. However, maintain access for National Park Service administrative, operations, and other official business throughout the construction phase.

Blue Ridge Parkway (PMIS No. 322906) 01110-5

C. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public.

D. Confine storage of materials to the far end of the wastewater plant across from the blower motors, and out of the roadway to maintain access by NSP maintenance staff.

E. Preservation of Natural Features: Confine all operations to limits shown for the project.

Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

F. Existing Utilities: It is not anticipated that work on this project should require excavation.

However, in the event that excavation is necessary, notify Contracting Officer and utility companies of proposed locations and times for excavation.

1. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.

2. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.

3. Interruption of Existing Utility Service: The Contractor shall not interrupt the operation of the existing wastewater treatment facilities at any time.

G. Authorized Parkway Access: Access to Park sites by commercial vehicles requires notification and approval by Park Law Enforcement personnel. The project site can be accessed from two locations; 1) enter the parkway via SR 191 in Asheville then approximately 12 miles south, passing through 9 tunnels or enter the parkway via SR 276 from Brevard (easterly) or Waynesville (westerly) and then approximately 4 miles north on parkway passing through 1 tunnel.

H. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are indicated below.

1. Gross vehicle weights shall not exceed the following:

Single Units Gross Vehicle Weight – lbs. (kg.)

3 axles

48,000 (21,800)

4 or more axles 52,000 (23,600)

Combination Units

4 axles 62,000 (28,100) 5 or more axles 66,000 (29,600)

However, the Park Superintendent may further restrict or suspend hauling when the ground is saturated with water or during periods of freezing and/or thawing or for any other cause, and may, on a case-by-case basis, permit hauling of units in excess of the limits set forth above, in consultation with the Parkway Civil Engineer.

Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.

1 .4 SPECIAL CONSTRUCTION REQUIREMENTS

Blue Ridge Parkway (PMIS No. 322906) 01110-6

A. The Contractor shall reflect in his bid price(s) that NPS does not plow or support road access to the job site between December 1 and March 1 due to weather conditions, during this period the parkway is closed to public traffic and access will be behind locked gates which will require additional coordination.

B. The Contractor should note the access constraints along the Blue Ridge Parkway due to tunnels and that the single lane access drive is tree lined, narrow and has multiple switch back turns near the plant site entrance gate.

C. Contractor shall schedule his work to occur between the hours of 7:30 AM to 5:30 PM.

Contractor shall obtain special permission for extended weekday or weekend work from the Contracting Officer 48-hours in advance.

1 .5 FIELD VERIFICATION

A. Field verify all new and existing dimensions affecting the work of this contract before ordering products.

If conflicts occur between the report and drawings or specifications, the drawings and specifications govern

1.6 DESIGNATED STORAGE AREA

The intent of the indicated storage area is to provide storage of equipment and supplies, please note that the contractor is responsible for climate control of any materials.

1.7 ON-SITE NONPOTABLE WELL

The Contractor may have access to an on-site nonpotable well for his use. However, the government makes no warranty as to the quality-quantity and reliability of this source. The Contractor shall notify the Contracting Officer in advance as to when he will be using this water source.
