About this opportunity
The Department of the Army National Guard, through the 115th Fighter Wing, is procuring blood testing services for PFAS (per- and polyfluoroalkyl substances) compounds for approximately 28 Department of Defense firefighters. The contractor will be responsible for coordinating blood sample pickup from the 115th Fighter Wing Medical Group in Madison, Wisconsin, transporting samples to testing facilities, and analyzing blood for 13 specific PFAS compounds including perfluorooctanoic acid, perfluorooctanesulfonic acid, perfluorononanoic acid, perfluorohexanesulfonic acid, perfluorobutanesulfonic acid, and perfluoroheptanoic acid, among others. This requirement stems from Section 707 of Public Law 116-92, which mandates DoD to offer blood testing to all DoD firefighters for PFAS exposure assessment. The government intends to evaluate quotes and issue a purchase order without negotiations under FAR Part 13 procedures, expecting vendors to submit their best initial terms. The response deadline is August 25, 2025, at 3:00 PM CDT, with individual test results required within 2 weeks via secure transmission methods.
This opportunity is set aside for Service-Disabled Veteran-Owned Small Businesses operating under NAICS code 621511 (Medical Laboratories) with a small business size standard of $41.5 million. The contract structure includes one base period and four option periods, with each period requiring testing of approximately 28 blood samples, totaling up to 140 tests if all options are exercised. The period of performance is estimated not to exceed two months after contract award, with all testing anticipated to occur in September of each respective period. Blood draws will be accomplished by the 115th Fighter Wing at their facility located at 3110 Mitchell Street in Madison, Wisconsin, requiring the contractor to coordinate two separate sample collections due to varying personnel schedules. The place of performance is Madison, Wisconsin, where the contractor must pick up samples and may need to transport them to their testing facilities for analysis.
