About this file

This Performance Work Statement (PWS) outlines blood testing services for approximately 28 Department of Defense (DoD) firefighters to determine their exposure to per- and polyfluoroalkyl substances (PFAS). The contract requires the contractor to coordinate with the 115th Fighter Wing Medical Group to pick up blood samples, test for 13 specific PFAS compounds including various acid and sulfonate isomers, and provide individual test results within 2 weeks via a secure method. The period of performance is estimated to not exceed two months after contract award, with blood draws to be accomplished by the 115th Fighter Wing and testing to be performed at the contractor's facilities.

The PWS is mandated by Section 707 of Public Law 116-92, which requires DoD to offer blood testing to all DoD firefighters for PFAS exposure. The contractor must provide all necessary personnel, equipment, and transportation, with blood sample collection occurring at the 115th Fighter Wing Medical Group in Madison, WI. The testing will include detailed analysis of multiple PFAS compounds, and results will be securely transmitted to the medical group. The contract includes specific requirements for security, holiday observances, and protection of personally identifiable information, with the primary objective of comprehensively assessing PFAS exposure among DoD firefighters.
