About this opportunity

The Department of Veterans Affairs intends to solicit automatic Bluetooth-enabled blood pressure monitors for home-use, with responses to this Request for Information due by July 10, 2026. No set-aside is anticipated.

The VA's National Acquisition Center (CSAS), in conjunction with the Veterans Health Administration's Prosthetic Sensory Aids Service, seeks vendor information on device availability, supply chain capability, and business practices to support nationwide implementation at scale exceeding one million concurrent patient users. NAICS 339112 (Surgical and Medical Instrument Manufacturing) applies, with a size standard of 1,000 employees.

Devices must carry FDA 510(k) premarket notification clearance and clinical validation per ISO 81060-2 standards. Upper arm monitors must feature automatic inflation and deflation, LCD/LED displays with backlight, memory storage for at least 60 readings with date and time stamps, and compatibility with both iOS and Android smartphones. Blood pressure monitors must achieve at least 95 percent successful Bluetooth data-transfer rates, comply with IEEE 11073-10407 standards, support the VA's Share My Health Data (SMHD) app, and include replacement cuffs in five size ranges (16–44 centimeter circumference). Devices must be latex-free, include carrying cases and one-year warranties, and provide instruction manuals in English and Spanish.

Vendors must demonstrate HIPAA and NIST compliance, FedRAMP capability where applicable, ANSI X.12 EDI transaction set implementation, Americans with Disabilities Act Section 508 compliance, Windows 11 compatibility, and Validic integration capability. Trade Agreements Act (TAA) compliance, manufacturing location, and lead times are required submissions. Responses should be directed to Bradley Geghan (Contracting Officer) or Bryan Crist at the email addresses listed in the RFI. This is a sources-sought announcement carrying no binding contract obligation.
