About this opportunity
The Department of the Army Medical Command is soliciting blood and blood products for Weed Army Community Hospital (WACH) through a Request for Quote that encompasses comprehensive blood banking services including testing of blood components to ensure safety and quality for transfusion purposes. The procurement requires a blood bank reference laboratory to supply various blood components including O, A, B, and AB blood types (both positive and negative), leuko-reduced Red Blood Cells, Fresh Frozen Plasma, Cryoprecipitate, Platelets, Covid Plasma, and White Blood Cells, all meeting FDA, AABB, and CLIA standards. Key contract requirements include maintaining an operations base within 100 miles of Fort Irwin, performing additional testing services such as antibody identification and transfusion reaction workups, rotating inventory every two weeks, and providing emergency blood delivery services. The evaluation will be based on technical capability, previous experience, and price. Amendment 1 has extended the solicitation response deadline to Monday, September 15, 2025 at 1:00 PM CDT due to system issues.
This solicitation was initially designated as a Women-Owned Small Business (WOSB) set-aside contract, though the current notice indicates "No Set-Aside Used," suggesting a potential change in the procurement approach. The contract encompasses a five-year performance period from October 1, 2025 to September 30, 2030, structured with base and option years under firm fixed pricing with partial delivery schedules. The contractor will be responsible for transportation costs and must replace expired units at their own expense, with inspection and acceptance occurring at the USA MEDDAC Material Receiving Point. Performance will take place at Fort Irwin, California 92310, requiring the vendor to maintain close proximity for effective service delivery. The solicitation falls under NAICS code 325414 for Biological Product Manufacturing and PSC code 6505 for Drugs and Biologicals, indicating the specialized nature of this medical supply contract.
