About this opportunity
The Bureau of Land Management Wyoming seeks manual lop and scatter fuels reduction on approximately 5,028 acres across three project areas, with quotes due October 15, 2026 at 2:30 PM MDT. This is a total small business set-aside, and the BLM will award a single firm fixed-price contract covering all three CLINs rather than separate awards by line item; bidders must quote all three areas.
Place of performance encompasses three Wyoming locations: North Buffalo Creek (1,566 acres, 18 miles northeast of Leiter, Sheridan County), North Windmill Creek (618 acres, 25 miles southeast of Leiter, Campbell County), and Buck Draw (2,844 acres, approximately 10 miles south of Moorcroft, Weston County). Delivery is to BLM-WY Newcastle Field Office, Newcastle, Wyoming. Period of performance runs December 1, 2026 through August 15, 2027.
Work requires manual severing of Rocky Mountain juniper using chainsaws or circular-saw-blade clearing saws, with all stump heights not exceeding 4 inches, severed material cut to less than 4 feet and lopped to less than 18 inches. Contractors provide all personnel, equipment, tools, materials, supervision, and incidental services including equipment cleaning, road maintenance, and garbage removal. At least one fluent English-speaking employee must be present onsite; a full-time supervisor is not required. The contractor is solely responsible for determining crew size, work schedules, and production approaches. Work is restricted to dry or frozen conditions only; UTVs/ATVs are permitted for crew transport where terrain and resource conditions allow.
NAICS code is 115310 Exception 2 (Support Activities for Forestry-Fuels Management); PSC is F014. Service Contract Act wage determination 1979-8948 (Revision 77, effective August 13, 2026) applies, covering 15 occupational classifications ranging from $13.96 to $27.24 per hour. Evaluation uses lowest price technically acceptable (LPTA) methodology, weighing technical capability (5-page maximum narrative demonstrating SOW compliance), past performance (minimum two similar projects completed or ongoing within past five years), and total price. Questions are due September 25, 2026 at 2:30 PM MDT. Amendment 0001 (effective September 10, 2026) added a Questions and Answers document clarifying that past experience may be satisfied by prime contractors, subcontractors, or key personnel; each project area is inspected and eligible for invoicing separately upon completion.
