About this opportunity

The Bureau of Land Management Wyoming State Office is seeking archaeological examination services for the Jonah Housepit Synthesis project, which involves analyzing lithic and faunal collections from twelve previously excavated archaeological sites in the Jonah Oil & Gas Field. The contractor will conduct detailed analysis of approximately 2,000 lithic materials and 5,000 bone/faunal fragments to determine relative ages, tool types, species identification, and occupation patterns, with the goal of creating a comprehensive Class I synthesis report and GIS database of housepit features. Offerors must have active SAM registration, comply with Section 889 clauses, and submit a technical response detailing experience and capabilities, a cost proposal, and a signed SF1449 form. The evaluation will be conducted using FAR clause 52.212-2, with technical proposal and past performance weighted more heavily than price. The updated solicitation due date is August 7, 2025, at 1400 MDT, with all submissions to be emailed to Contracting Specialist Jennifer Vedsted at jvedsted@blm.gov.

This opportunity is designated as a Total Small Business Set-Aside under NAICS code 541620 (Environmental Consulting Services) with a size standard of $19 million. The collections are currently curated at the University of Wyoming Archaeological Repository (UWAR), and the contract will be structured as a firm-fixed price commercial items acquisition. The period of performance runs from August 30, 2025, through April 30, 2026, with key milestones including December 30, 2025, for completion of review and analysis, February 15, 2026, for draft report submission, and March 30, 2026, for final report delivery. The work involves creating two printed hard copies and two digital PDF copies of the final report following Wyoming State Historic Preservation Office standards. Performance will be based at 1625 W Pine St, Pinedale, Wyoming, and the contractor must maintain strict confidentiality regarding cultural resource information throughout the project duration.
