About this opportunity
The Bureau of Land Management's White River Field Office seeks manual cut and pile services for fuels reduction across approximately 25 acres at the Crooks Park project area near Meeker, Colorado, with quotes due October 30, 2026, at 2:30 PM MT and questions due October 23, 2026, at 2:30 PM MT. This is a total small business set-aside RFQ issued under FAR Part 12 for commercial services.
Place of performance is approximately 20 miles east of Meeker, Colorado (T:1N Range:91W Section:36). The contractor must furnish all equipment, crews, chainsaws, fuel, and personnel. Work involves hand cutting and piling of mixed conifer and aspen vegetation (standing trees, downed trees, seedlings, saplings, brush, and excess slash) with retention preference for ponderosa pine, Douglas-fir, lodgepole pine, spruce, and subalpine fir. Stumps must be cut 6 inches or less; material between 1/4 and 12 inches diameter shall be hand piled. Slash piles must measure 10 by 10 feet minimum (not exceeding 12 by 12 feet), positioned at least 30 feet apart, with no piles within 50 feet of private land boundaries. Terrain is moderately sloped (10-40% slope) with high difficulty level. The contractor must provide GPS equipment, an English-speaking authorized representative on site at all times, noxious weed cleaning protocols, OSHA-compliant personal protective equipment, and fire prevention measures including spark arresters. A work suspension period runs from November 15, 2026, through July 15, 2027, due to big game and migratory bird timing requirements; work completion is required by November 15, 2027.
The contract uses firm fixed-price with lowest price technically acceptable source selection. Evaluation requires technical capability narrative (maximum 5 pages), two past performance references from projects completed or ongoing within the past five years where the offeror acted as prime contractor, and pricing per acre plus total project cost. Government inspections will employ random 1-acre plot sampling with minimum acceptable quality level of 85 percent; units below AQL may be subject to rework or suspension.
NAICS code is 115310 (Support Activities for Forestry-Fuels Management Exception 2); PSC is F014. Prevailing wage rates per Department of Labor Wage Determination 1976-1351 Rev 80 apply. Offerors must be registered and active in SAM.gov at submission and award. Quotes are submitted via email to David_farina@ios.doi.gov.
