About this file

This is a Questions and Answers document (Amendment 1) that clarifies ambiguities in a federal contract solicitation for vegetation management work.

The document addresses five key points of clarification: (1) Past performance evaluation will only consider the prime contractor's experience, regardless of whether the prime performed as a prime or subcontractor on those projects; proposed subcontractor experience will not be credited; (2) The applicable lookback period for past performance projects is five years, not three years as stated in one section of the Statement of Work; (3) The solicitation's reference to pinyon and juniper vegetation is erroneous and has been removed by Amendment 1—the actual work involves cutting and piling mixed conifer and aspen vegetation with retention preference for ponderosa pine, Douglas-fir, lodgepole pine, spruce, and subalpine fir in Unit 7; (4) Regarding minimum wage requirements under FAR 52.222-55, offerors should consult the full clause text at www.acquisition.gov and reference the attached DOL Wage Determination 1976-1351 Rev 80 for applicable hourly rates; and (5) GPS mapping files requested in the solicitation will be provided prior to the quote due date in the form of georeferenced PDF maps and shape files rather than a GPX file format.

Questions and Answers – Amendment 1

Q1. Past Performance – Prime vs. Subcontractor: The combined synopsis/solicitation requests "2 projects ongoing or completed by the prime in the past 5 years," while the 52.212-2 evaluation addendum allows jobs in which the offeror "acted as a Prime Contractor or Sub-Contractor."

Will the Government accept the past performance/relevant experience of the offeror's proposed subcontractor that will perform the work to satisfy this factor?

A: The government will only accept the past performance of the prime contractor while performing as either prime or subcontractor. The experiences of a proposed subcontractor will not be considered.

2. Past Performance – Lookback Period: The synopsis and 52.212-2 reference projects within the past five (5) years, while SOW Section 5.1 states references shall be for projects completed in the last three (3) years. Which lookback period governs?

A: Projects within the past 5 years will be considered.

3. Vegetation Type: The combined synopsis/solicitation describes the work as cut and pile of pinyon and juniper trees, while SOW Section 4.3 describes mixed conifer and aspen vegetation, with retention preference for ponderosa pine, Douglas-fir, lodgepole pine, spruce and subalpine fir. Please confirm the predominant vegetation type within the Unit 7 treatment area.

A: Amendment 1 removes erroneous reference to pinyon and juniper. Please refer to the specifications in section 4.3 for details of the work to be done.

4. Minimum Wage: FAR 52.222-55, Minimum Wages for Contractor Workers under Executive Order 14026, is listed in the Clauses and Provisions attachment. Please confirm whether this clause applies to this contract, and if so, the applicable minimum hourly rate offerors should use for pricing.

A: Full text of contract clauses and provisions can be found at https://www.acquisition.gov.

Please also refer to the attached DOL Wage Determination 1976-1351 Rev 80.

5. GPX File: SOW Sections 1.6 and 3.1 state that a GPS GPX file delineating the perimeter and non-treatment interior islands will be provided. Will the GPX file be made available prior to the quote due date, or only at award?

A: The attached georeferenced pdf maps and shape files are included for GPS needs.
