About this opportunity

The Bureau of Land Management seeks one qualified firm to provide Title I and Title II design services for rehabilitation of the Tomahawk Detention Dam (NID # MT00712) in Glasgow, Montana, with qualifications due May 26, 2026, and questions due May 12, 2026. This is a total small business set-aside under NAICS 541330, foreclosing competition outside the small business pool.

Place of performance is Glasgow, Montana. The selected firm will develop complete design for replacement outlet works, including inlet structure, reinforced concrete conduit, engineered backfill, filter diaphragm or sand filter, foundation preparation, outlet berm improvements, and grouted stilling basin, advancing designs through 35%, 65%, 95%, and 100% completion stages. Supporting tasks include geotechnical investigations, site survey, hydraulic evaluation using an 80 cfs peak discharge, and construction cost estimates. The dam is an earthen embankment structure with structural height of 22.5 feet, crest length of 1,738 feet, and low hazard classification, constructed in 1962 and designed to drain completely with no dead pool retention. Earliest anticipated construction start is summer 2028, contingent on project funding availability. This is a brand-new requirement with no incumbent contractor.

Estimated construction cost is $1,100,000. The small business size standard is $25.5 million. Firms must be actively registered in SAM at submission and award. Qualifications are submitted via completed SF 330 (Parts I and II) in PDF format, limited to 50 pages and 25 MB total file size, with acknowledgment of Amendment 001 (effective May 13, 2026) required in the submission.

Selection follows FAR 36.202-4 (short selection process) based on demonstrated competence. Evaluation criteria in descending order of importance are: specialized experience with earthen embankment dams and outlet works design for Federal agencies; professional qualifications of key personnel with relevant engineering credentials and dam-safety experience; capacity to accomplish work within required timeframe; geographic location and knowledge of local conditions; and past performance from CPARS and credible sources for projects completed within the past five years. The Government will select the most highly qualified firm and negotiate a fair and reasonable price, with no intention to conduct interviews unless deemed necessary.
