Architectural and Engineering (A&E) Services in accordance with FAR Subpart 36.2. The North

American Industrial Classification System (NAICS) Code is 541330, Engineering Services, which has a current small business size standard of $25.5 million.

Offerors shall be actively registered in System for Award Management (SAM), http://www.sam.gov, at the time of submission and contract award. Failure to maintain an active, current, and accurate SAM registration at the time of submission may render the A-E Firm ineligible for further consideration.

Description of Work: Provide Title I and Title II design services for the rehabilitation of the Tomahawk

Detention Dam located in Valley County near Glasgow, Montana. The dam is an earthen embankment structure constructed in 1962 and serves primarily as a flood‑control detention facility on an unnamed tributary of Beaver Creek, which flows into Willow Creek and ultimately the Milk River.

BLM has completed internal hydrologic and hydraulic evaluations and determined that the existing spillway and embankment safely accommodate the required Inflow Design Flood, and therefore no watershed modeling is required under this contract. The primary engineering objective of this project is the replacement of the dam’s existing outlet works with modern components that meet current Federal dam safety standards and ensure long‑term reliability, internal erosion protection, and operational performance.

The Tomahawk Detention Dam exhibits the following key characteristics:

• Earthen embankment dam, structural height of 22.5 feet, crest length of 1,738 feet, crest width of 22 feet, and 4.1 feet of freeboard.

• Upstream slope: 3H:1V; downstream slope: 2H:1V.

• Reservoir capacity at spillway crest: ~195 acre‑feet.

• Spillway: Uncontrolled excavated channel with a trapezoidal cross-section and a spillway crest length of approximately 200 feet based on recent aerial imagery.

• Existing outlet works: Corrugated metal pipe (CMP) approximately 110 feet long with a 15‑foot drop inlet, presently requiring full replacement.

• Dam location: 48.07945, –106.87606.

• Hazard classification: Low Hazard, with no expected loss of human life and limited economic or environmental impacts.

Under this RFQ, the selected A&E firm will develop the complete design for the replacement outlets works system, including inlet structure, reinforced concrete conduit, engineered backfill, filter diaphragm or sand filter, foundation preparation, outlet berm improvements, and a grouted stilling basin. Designs must be advanced through the 35%, 65%, 95%, and 100% stages and must comply with FEMA P‑93, FEMA P‑94, BLM Manual 9177, the National Dam Safety Program Act (PL 104‑303), and Departmental

Manual 753 DM 1 and 753 DM 2.

Supporting tasks will include:

• Geotechnical investigations, including test pits, borrow source evaluations, material characterization, and preparation of a Geotechnical Data Report.

• Site survey, including topographic mapping, control establishment, and documentation of existing conditions.

• Hydraulic evaluation of the outlet works using BLM’s established 80 cfs peak discharge.

• Construction cost estimates (Class C, B, and A) and preparation of plans, specifications, and supporting documentation.

• Design reviews and coordination meetings, and incorporation of BLM comments at each design milestone.

The resulting design package will be used to support a future construction contract to rehabilitate the

Tomahawk Detention Dam. The estimated construction cost for this project is $1,100,000.

The Government will consider the firm determined most highly qualified under this announcement to be the most qualified to perform Title III (construction‑phase) services. If required, Title III services may be procured through a separate contract action, consistent with applicable laws and regulations.

Instructions for Submitting Qualifications:

1. SF 330 Submission:

Firms shall submit a completed SF 330, Architect-Engineer Qualifications (Parts I and II), including all applicable sections and attachments, electronically to the Points of Contact listed above.
