About this opportunity
The Bureau of Land Management Idaho Region seeks development of a Vegetation Management Plan and Environmental Assessment for the Kingman Field Office in northwestern Arizona, with proposals due July 30, 2026, and questions due July 23, 2026. This is a small business set-aside with a NAICS code of 541620 (Environmental Consulting Services) and a size standard of $19.0 million.
The work covers approximately 2.4 million acres of BLM-managed public land within the Kingman Field Office. The contractor must deliver a landscape-scale VMP outlining vegetation management goals, treatment types, implementation strategies, and mitigation measures, supported by geospatial analysis identifying potential treatment areas using internal KFO datasets and external resources including LANDFIRE data and the Rangeland Analysis Platform. The EA must analyze up to three alternatives and address air quality, areas of critical environmental concern, cultural resources, fuels and fire management, human health and public safety, lands and realty, recreation, migratory birds, rangeland, soils, threatened or endangered species, vegetation, water quality, wilderness, and wildlife. All deliverables require Section 508 compliance. Optional tasks include facilitating external scoping meetings and providing litigation support and FOIA response assistance.
Period of performance runs from October 15, 2026, through October 14, 2027, on a firm-fixed-price basis. The contractor must designate key personnel: a Project Manager (5+ years NEPA/Land Use Planning experience, bachelor's degree minimum), Environmental Planner (5+ years NEPA document preparation, 3+ years BLM support), Geospatial Analyst (3+ years applied GIS experience), and specialists in air quality, archaeology, ecology, wildlife biology, hydrology, fire management, recreation, rangeland management, and soil science (each 3+ years relevant experience, bachelor's degrees required). Contractors must submit a narrative response not exceeding 10 pages demonstrating technical capability and must provide documentation of at least one completed or ongoing NEPA EA within the past five years. Award will be made to the responsible quoter whose quote is most advantageous to the government using comparative evaluation of price and technical factors.
